TOPIC: EAST SAN RAFAEL PARKING – INITIATION OF SHORT TERM STRATEGY
SUBJECT: INFORMATIONAL REPORT REGARDING IMPLEMENTATION OF NEW PARKING
TIME LIMITS IN BOTH THE RESIDENTIAL AND COMMERCIAL SECTIONS OF EAST SAN
RAFAEL
BACKGROUND: In early 2017, the City hired a consultant, W-Trans, to study the parking occupancy in
East San Rafael as there have been many issues and complaints related to parking in that area of the
City. W -Trans prepared a report dated May 11, 2017. The City Council held a Study Session on
September 18, 2017 to hear the results of the report, receive input from the community, and provide
direction to staff. At the end of the Study Session, City Council directed staff to pursue short-term
strategies as recommended by W-Trans to address the issues in San Rafael.
These short-term strategies include time-limited parking, public/private off-street parking partnerships,
and the expansion of transit service. City staff is pursuing the implementation of time-limited parking
first. On January 16, 2018, this parking ordinance amendment was presented and approved by City
Council. The staff report for the ordinance amendment stated:
“The City will not begin enforcing the new hour time limits in specific neighborhoods such
as East San Rafael (as the recommended code revisions below seek), until proper
signage has been installed. Once staff has determined the signage requirements and
installed the appropriate signage, staff will seek approval from the City Council to begin
actual enforcement in specific neighborhoods.”
The second reading of the parking ordinance amendment occurred on February 5, 2018.
ANALYSIS:
The implementation of the new parking time limits means that parking will now be restricted to 24
continuous hours rather than the City’s current maximum of 72 hours in residential areas, after which
time the vehicles would have to be moved a minimum of 100 feet. In commercial areas, vehicles would
have to be moved after four hours. These restrictions would apply seven days per week from 8 A.M. to
6 P.M. except for holidays.

As seen in the attached map, the specific geographical areas where the new time limits will be enforced
are as follows:
• Residential zones (24 hour limits) are the areas labeled Canal, Bahia, and Spinnaker &
Baypoint.
o The Canal area is bordered by Canal Street, Larkspur Street, and Kerner
Boulevard. Bahia and Spinnaker & Baypoint include the streets east of Kerner
Boulevard and north of Bellam Boulevard. Windward Way, south of Bellam
Boulevard, is part of the residential area, as well.
• Commercial zones (4 hour limits) are the areas labeled Commercial and Kerner.
o The Commercial zone is bound by Harbor Street, Canal Street, Bellam
Boulevard, and Francisco Boulevard East. The Kerner area is bound by Bellam
Boulevard, Francisco Boulevard East, and where Kerner ends north of Shoreline
Parkway.
Staff is now moving forward with the installation of signage and will begin enforcement after a
notification and 1-month warning period occurs.
Sketches of the new signs to be installed are attached. The new restrictions require approximately 800
custom signs and 400 poles to be installed. About half of the new signs are replacing existing signs on
existing posts at which the posts and brackets will be reused.
FISCAL IMPACT: The total cost for the signs, posts, brackets, labor for sign installation, and
contingency is estimated at $31,000. This includes the cost of materials for 800 signs, 400 galvanized
posts, and 400 brackets. There are sufficient funds available through Public Works to support this
purchase.
Expenses for the Parking Enforcement Officer (seven days per week) are forecasted to be
approximately $200,000 per year and the new license plate recognition system will cost approximately
$170,000. There are sufficient funds in the Parking Fund to support these expenses. Revenues from
the additional enforcement are projected to cover the costs of the additional Parking Enforcement
Officer and will be tracked and reported as part of the annual budget process.
