RECOMMENDATION: Accept completion of the project and authorize the City Clerk to file the Notice of Completion. BACKGROUND: In 2014, the City hired Mary McGrath Architects and Kitchell Construction Management to develop the Essential Facilities Strategic Plan for the City of San Rafael. The Plan guided the City of San Rafael through the implementation of the replacement and/or seismic upgrade of the City’s essential services buildings, herein referred to as “essential facilities”, to ensure that the essential facilities within the City are capable of serving the citizens in the event of a major earthquake and other potential disasters. The Strategic Plan identified the site of Fire Station 51, #1311 Fifth Avenue (the Blue House), the Parking Services Building and an adjacent public parking lot as the ideal location for the new Public Safety Center (PSC). On August 21, 2017, the City Council awarded the contract to CVE Contracting Group, Inc. DBA Central Valley Environmental for the demolition of the site in preparation for the construction of the new public Safety Building. The demolition phase started in September 2017 and the work was completed on January 31, 2018. ANALYSIS: Pursuant to Civil Code Section 3093, the City is required to record a Notice of Completion upon City acceptance of the improvements. This acceptance initiates a time period during which project subcontractors may file Stop Notices seeking payment from the City from the funds owed to the Contractor for the project work. FISCAL IMPACT: This project is supported by Measure E revenues in the City’s General Fund. The City is using a combination of accumulated funds and anticipated, future bond proceeds to support this contract.
