WEST MULTI-USE PATHWAY SUBJECT: RESOLUTION AUTHORIZING THE FILING OF A BAY AREA AIR QUALITY MANAGEMENT DISTRICT BICYCLE FACILITIES GRANT APPLICATION TO FUND CONSTRUCTION OF THE FRANCISCO BOULEVARD WEST MULTI-USE PATHWAY RECOMMENDATION: Adopt the resolution. BACKGROUND: The Sonoma Marin Area Rail Transit District (SMART) is moving forward with its Larkspur Extension project, which will extend the rail service from downtown San Rafael to Larkspur Landing. To-date, SMART completed its 30% plan, hired the design-build firm of Stacey-Witbeck- Hertzog, and started construction. The construction phase of the Larkspur Extension is anticipated to be complete by the end of 2018 with commercial operations estimated for 2019. The City is working to incorporate a Multi-use Path adjacent to the new rail line and on November 6, 2017 the San Rafael City Council authorized the City Manager to execute an agreement with BKF Engineers to finalize the design of the Second to Andersen Multi-Use Pathway (MUP). The final design is currently scheduled to be complete in May 2018. City staff identified a grant that could offset a significant portion of the needed funding for the MUP. The Bay Area Air Quality Management District (BAAQMD) is soliciting applications for the Bicycle Facilities Grant funded by the BAAQMD Transportation Fund for Clean Air (TFCA) Regional Fund. The grant aims to provide funding to support the construction of new bicycle facilities, including bikeways and secure parking, in the Bay Area to improve air quality by encouraging residents and commuters to mode shift to cycling and walking as alternatives to driving for short and first - and last-mile trips. ANALYSIS: The Multi-Use Pathway will achieve the goals of this grant as the new pathway will provide residents, commuters, and students safe and accessible access to Downtown San Rafael SMART Station and the Bettini Transit Center. This will encourage increased cycling and walking trips in the area and reduce the number of vehicle miles traveled in the City. SAN RAFAEL CITY COUNCIL AGENDA REPORT / Page: 2 Staff has reviewed the requirements to apply for this grant and found the project is eligible for submittal of an application. One of the requirements of the application is to receive governing board approval for the submittal of the application. This resolution addresses the required items as listed by the grant application. These requirements include: • Identify the individual that is authorized to submit the application and carry out the Project; • Authorize the submittal of the application; • Confirm that the applicant has secured matching funds from a non-Air District source(s) that will pay for any project-related costs that are in excess of an award; and, • Confirm that the applicant will comply with the program policies and guidelines including the requirement to operate and maintain the project equipment throughout the project term. Staff has confirmed that these requirements are currently in place and properly addressed in the resolution. FISCAL IMPACT: Currently this project has an estimated construction cost of approximately $4.5 million. The City is seeking grant funding in an amount of $1.35 million. While the full grant request may not be approved by the BAAQMD, any grant funds received will offset the additional investments coming from other local and regional sources. OPTIONS: The City Council has the following options: 1. Adopt the resolutions as proposed; 2. Reject the resolution, resulting in the City declining to submit a grant application. RECOMMENDED ACTION: Adopt the resolution. ATTACHMENTS: 1. Resolution 1-1 RESOLUTION NO. 14483 RESOLUTION OF THE SAN RAFAEL CITY COUNCIL AUTHORIZING THE FILING OF A BAY AREA AIR QUALITY MANAGEMENT DISTRICT BICYCLE FACILITIES GRANT APPLICATION TO FUND CONSTRUCTION OF THE FRANCISCO BOULEVARD WEST MULTI-USE PATHWAY WHEREAS, the County of Marin hired Alta Planning + Design to develop a feasibility study to determine whether a Multi-Use pathway could be installed from Second Street to Rice Drive in San Rafael, parallel to the proposed Sonoma Marin Area Rail Transit (SMART) tracks; and WHEREAS, on August 22, 2016 Alta Planning + Design finalized their report indicating that it is possible to install a Multi-Use pathway from Second Street to Rice Drive; and WHEREAS, on December 4, 2017 the City adopted the preliminary design and the Initial Study/Mitigated Negative Declaration for the pathway project; and WHEREAS, on November 6, 2017 the City hired BKF Engineers to provide a final design for the Multi-Use Pathway; and WHEREAS, the Bay Area Air Quality Management District (BAAQMD) is soliciting applications for the Bicycle Facilities Grant funded by the BAAQMD Transportation Fund for Clean Air (TFCA) Regional Fund, which aims to provide funding to support the construction of new bicycle facilities, including bikeways and secure parking, in the Bay Area to improve air quality by encouraging residents and commuters to mode shift to cycling and walking as alternatives to driving for short and first- and last-mile trips; and WHEREAS, the City has secured matching funds from a non-Air District source that will pay for any project-related costs that are in excess of an award; and WHEREAS, the City will comply with the grant program policies and guidelines including the requirement to operate and maintain the project equipment throughout the project term; NOW, THEREFORE, BE IT RESOLVED, that the City Council authorizes the City Manager and/or Director of Public Works to file an application for a BAAQMD Bicycles Facilities Grant and take any and all such actions as may be necessary in connection with applying for and accepting the grant.
