RECOMMENDATION: It is recommended that the City Council interview the following applicants to fill
one unexpired four-year term on the Citizens Advisory Committee on Economic Development and
Affordable Housing, with terms to expire the end of June 2021.

BACKGROUND: At the meeting of January 16, 2018, the City Council called for applications to fill one
unexpired four-year term on the Citizens Advisory Committee on Economic Development and
Affordable Housing to the end of June 2021. On March 5, we received Felix AuYeung’s resignation,
whose term was set to expire at the end of June 2021. Sixteen applications were received in the City
Clerk’s Office by the deadline of Wednesday, February 7, 2018; however, it was determined that four of
the applicants were ineligible to apply, and one applicant withdrew their application.
Due to the high volume of applications received, a subcommittee of the City Council carried out
an initial review of the eleven eligible applicants and selected six to be interviewed by the full
City Council.
COMMUNITY OUTREACH: The call for applications was advertised in Snapshot (the City Manager’s e-
newsletter), the City website, NextDoor and Facebook social media platforms.
RECOMMENDED ACTION: Approve staff recommendation.

friends with Cristine Alilovich and recently spoke with her and she suggested that the CAC are one way to
be more active. In addition, I am a local resident with two young children and believe this will be an
opportunity to teach my children what it means to be more civic minded. I have a background in business

Interactive gaming arm of one of the largest (3,000 employees) Native American casinos in North America.
Director, Product Management
Recruited by the CEO of San Manuel Digital to build out the digital platform and team from the ground up, created a comprehensive
interactive strategy, launched California’s first tribal Social Casino, and leverage d over a decade of expertise in gaming and product
management. This role required ownership of the product strategy while leading digital products development teams and interfacing
closely with other cross-functional teams such as marketing, finance, operations, and analytics.
Key accomplishments:
• Launched the first tribal mobile gaming product in California including the creation of strategic vision, competitive analysis, and
KPI’s that supported growth. Product was on track to gross $4-$6M in 2017.
• Created and optimized existing product development processes by implementing iterative/agile development process, user
stories, UI & UX, build/release planning, and analysis. These processes improved reliability of releases and overall profitability.
• Partnered closely with our marketing team to develop a marketing strategy to integrate digital marketing and offline marketing
into the product offering. This included creating innovative marketing feature within the platform that would support acquisition
and retention. These features helped foster an average 30% MOM growth.

Manager – Interactive Games, Platform and Analytics Product Management
Positions included Product Manager of Analytics, Senior Product Manager Platform and Analytics, and Manager – Interactive Games,
Platform and Analytics. These roles required driving end to end product development from market research, requirements and design

through development, testing and release. The focus was on translating our business strategy into actionable deliverables across all
our Interactive product lines.
Key accomplishments:
• Led, developed, and managed a team of technical product managers for a multi-billion transactional SAAS gaming platform. This
included setting overarching strategy, development of user driven product roadmaps, and creation of processes to ensure team
cohesion. Gaming platform supported over $1 billion in gaming revenue and 4 billion transactions per year.
• Successfully launched mobile solution by extending existing desktop content system functionality. Incremental revenue uplift of

accounted for 80-90% ($200M) of revenue.
• Key business driver in the investment of big data solution. Investment facilitated improved data analysis and data quality through
understanding player behavior. Launch of new games, on average, outperformed older titles by 15% in revenue.
• Launched first data warehouse from conception for the interactive team, which included retirement of static legacy reporting
system. Boosted incremental revenue by 20% year-over-year and reduced development costs.
• Implemented the strategic switch from waterfall to agile development methodology. This process improvement enhanced

I really want to be able to serve my community in a bigger way. I grew up in Ross but sent myself to the
East Coast to attending boarding school for high school and stayed there for college. I never expected to
want to live in Marin again, but then I found San Rafael! I love living in San Rafael and want to use my
time and talent to serve and improve my community. I can bring a perspective of a younger generation
which will be important for shaping the future of our city. The issues around affordable housing is
something that our community and many others in our area are faced with and I want to find creative
solutions that serve our entire community. The way things are going I sometimes feel that I or many of my
friends would be priced out of living in San Rafael! We need to find solutions for this and I feel that my
voice and perspective will be helpful. Economic development is also very important if San Rafael is going
to attract younger people to be a part of our community. We need to have economic growth so people and
a community with businesses that serve everybody. I have experience growing and shaping my family's
winery, where I work now, which has helped me develop the business acumen that will give me a good
background for this position.

Do you participate in any civic activities?
I am involved with IGNITE National, a non-profit that empowers and helps young women run for political
office. As an IGNITE participant I volunteer with local campaigns, attend political conferences, and help
plan civic and political events for college-age women in the Bay Area. I am also a member of the
Dominican University Political Science Association. I help plan events for students on campus; the events
range from voter registration drives to civic responsibilities information days. In addition, the Political
Science Association fundraises for veteran's organizations throughout the year.

Why are you interested in serving on a board or commission?
I believe in the power of local government and believe that if we truly care about our immediate
communities, the best way to demonstrate it is by running for local elected office or joining a
board/commission. As a longtime resident of San Rafael, I want to serve my community and learn more
about local government in San Rafael. I attend college in this town and want to represent the interests of
the people in my community and those who are my age as well. I am particularly excited to join the CAC
on Economic Development and Affordable Housing because the work that the committee takes on is
crucial. Some of the issues the CAC addresses, like homelessness and affordable housing, are issues
that are relevant to many in San Rafael.
