HomeMy WebLinkAboutResolution No. 6617 (Highway 101 Soundwal Design)RESOLUTION NO. 6617 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN RAFAEL RECOMMENDING APPROVAL OF PROPOSED HIGHWAY 101 SOUNDWALL DESIGN AND LANDSCAPING RECOMMENDATIONS WHEREAS, the City Council on August 2, 1982, resolved that noise barriers be included on both sides of Highway 101 as needed to protect existing residential uses from unacceptable noise levels; and WHEREAS, the City Council also resolved that the pro- posed soundwalls be aesthetically well designed; and WHEREAS, CalTrans has requested City recommendations on desired soundwall designs and landscaping; and WHEREAS, on July 19, 1983, the Design Review Board reviewed soundwall design considerations and numerous examples of well designed soundwalls and made specific recommendations for the proposed 101 soundwall design; and WHEREAS, City staff has reviewed and field checked Cal- Trans recommendations for proposed landscape areas and has made recommendations regarding landscape areas which the City will maintain, given specified conditions, and has also proposed general landscape materials recommendations; and WHEREAS, the Planning Commission has considered the wall design and landscape recommendations at a widely noticed public meeting on August 9, 1983, and recommended City Council approval of all wall and landscape recommendations. NOW, THEREFORE, BE IT RESOLVED that the City Council recommends appoval of the attached specific soundwall design and landscape recommendations to be forwarded to CalTrans for imple- mentation. The Hall shall fol10'.'I the grade \·lithout "steps" except at \'/all ends where a step treatment shall reduce wall height. 2. The wall ends shall be curved outward slightly if there is sufficient room. 3. The \'Iall material or appearance shall be a three-score, split-face block and shall be identical on both sides. ~. A lighter colored, smooth concrete or concrete-appearing band shall . provide a horizontal accent trim beneath the wall cap (identical both sides) 5. The wall caps also of a scored split-face material or appearance, shall be 'slightly wider than the wall below to provide a shadow line {identical bo t h sid e s } . 6. Where retaining walls are necessary, they shall be faced with th~ scored, split-faced material. This treatment \,/i11 avoid the introduction of other materials/design elements into the wall. 7. Colors shall be icentic~l to the existing Hospital Curve \·Ja11 in San Francisco; i.e., a med;u.-: brO\·m \'/a11 \,/ith lighter brown accent trim. e. The jersey guard shall be colored to match the lighter colored accent trim, but .2.!!.!..1. if color uniformity can be guaranteed: a) behleen the trifl and guGrd, and b) throus~out the length of the guard. If not, a standard •. untinted jersey guard is re~uired. 9. The color of the wall itself shall be consistent and subject to approval by the City prior to actual construction. That is, the City would like to approve all batch material samples. 10. If there is sufficient roo~ at any location and it does not jeopardize the effectiveness of the soundwall, inset access gates shall be provided rather than access doors. City staff has revie\'/ed the locationsof proposed soundwall access doors and finds them to be acceptable. -' . n. On the west side this includes Sections 410.3 -410.7, 420 -.420.95, 450.3 -460 and 550.6 -570. On the east side, this includes Sections 410 -410.1,410.7 -410.85 and 470.8 -480.3.
