RESOLUTION FINDING AND DETEru~INING THAT THE PUBLIC
CONVENIENCE AND NECESSITY REQUIRE THE CONSTRUCTION OF THE
IMPROVEMENTS
Shoreline Industrial Park Improvement Assessment District I
The City Council of the City of San Rafael resolves:
A public hearing for which notice has been given by
publication, posting and mailing, has been held as to the public
convenience and necessity of the improvements in Shoreline
Industrial Park Improvement Assessment District I.
This City has heard and considered all the evidence,
both oral and written, relative to the public convenience and
necessity of the construction of improvements, and finds that
the public convenience and necessity require the following
improvements proposed to be constructed in Shoreline Industrial
Park Improvement Assessment District I:

PHASE I
1. The acquisition or construction of improvements
along 780 lineal feet of Francisco Boulevard
consisting of clearing, grading, sub base, base,
pavement overlay and transition tapers, curbs and
gutters along the easterly side; storm drainage
manholes and connectors to existing storm drains,
storm drain piping, curb inlets, drop inlets, graded
swales; underground electrical distribution
facilities; and all other improvements and
appurtenances necessary for a complete scheme of
public improvements fronting Shoreline Parkway
including the acquisition of capacity in existing
water and sewage disposal systems.
2. The acquisition or construction of improvements
along 1,800 lineal feet of Shoreline Parkway and 600
lineal feet of Kerner Boulevard, consisting of
clearing, grading, imported fill, sub base, base,
pavement, curbs and gutters, driveways; storm drainage
piping, storm drainage manholes, curb inlets, drop
inlets, graded swales, rip rap outfalls; sanitary
sewers, force mains, manholes, valve structures, side
laterals, and connection of sewerage to existing City
system; water mains, valves, fire hydrants, service
connections, offsite extension of water main to point
of connection with Marin Municipal Water District
System located in Pelican Way; underground electrical
distribution facilities; methane gas monitoring,
collecting and disposal system; 460 lineal feet of 24'
wide access roadway and 800 lineal feet of earth
screening berm at interface of Phase I and Phase II;
landscaping, street trees, and irrigation system and
all other improvements and appurtenances necessary for
a complete -scheme of public improvements in Shoreline
Industrial Park and Shoreline Industrial Park Two
Subdivisions, including the acquisition of capacity in
existing water and sewage disposal systems; and the
acq~isition of all necessary interests in real
property.
RESOLUTION NO. 6628
and further determines that the Special Assessment
Investigation, Limitation and Majority Protest Act of 1931 shall
not apply to these assessment proceedings and that this project
shall proceed in accordance with the terms and provisions of the
Municipal Improvement Act of 1913.

Rafael, California, hereby certify that the foregoing resolution
was duly and regularly introduced and adopted by a 4/5 vote at
a regular meeting of the Council of said City held on the 6th
day of September, 1983, by by the following vote, to wit:
