A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
SAN RAFAEL CERTIFYING A NEGATIVE DECLARATION PER-
TAINING TO FAST FOOD PARKING STANDARDS AND
FINANCIAL INSTITUTION DRIVE-THROUGH LANES
WHEREAS, the City has received numerous inquiries and
applications for new or remodeled fast food restaurants with and
without drive-throughs in the past few months; and
WHEREAS, existing fast food parking standards are
difficult to interpret and enforce; and
WHEREAS, City standards for fast food and other drive-
through uses are lacking; and
WHEREAS, on August 9, 1983, the Planning Commission
authorized staff to propose new fast food restaurant standards as
a result of the Commission consideration of the Miracle Mile
McDonald's project; and
WHEREAS, staff researched other cities' standards for
fast food and drive-through uses and analyzed them for their
applicability to San Rafael; and
WHEREAS, the Planning Commission held a duly noticed
public hearing for consideration of proposed revisions to the
Zoning Ordinance, and adopted criteria for development of drive-
through uses.
NOW, THEREFORE, BE IT RESOLVED that the City Council
certifies a Negative Declaration for proposed zoning text amend-
ments relating to fast food parking standards and financial
institution drive-through lanes.
