A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
SAN RAFAEL ACCEPTING ABAG'S "HOUSING NEEDS
DETERMINATION" FOR THE SAN RAFAEL PLANNING AREA
WHEREAS, the City staff has reviewed ABAG's "Housing
Needs Determination" for the San Rafael Planning Area and finds
that the needs numbers are based on ABAG's population and
economic Projections 183 which was reviewed and approved by City
staff in May, 1983; and
WHEREAS, the ABAG 1990 housing needs projections are
comparable to 1990 housing needs increases projected in the 1981
San Rafael Housing Element; and
WHEREAS, the City Planning Commission recommended
acceptance of the ABAG determination after review of staff
analysis; and
WHEREAS, the City Council recognizes these numbers are
not production goals but are net unit increases needed to house
all existing and projected residents with a reasonable vacancy
rate; and
WHEREAS, the City Council also recognizes the Housing
Element goals would take into account local and areawide con-
straints as well as more efficient use of the existing housing
stock.
NOW, THEREFORE, BE IT RESOLVED that the San Rafael City
Council accepts the ABAG Housing Needs Determinations for the
San Rafael Planning Area.
I, JEANNE M. LEONCINI, Clerk of the City of San Rafael,
hereby certify that the foregoing resolution was duly and regularly
introduced and adopted at a regular meeting of the Council of said
City on Monday_, the seventeenth day of October 1983, by
the following vote, to wit:
AYES: COUNCILMEMBERS: Breiner, Frugoli, Miskimen & Mayor Mulryan
NOES: COUNCILMEMBERS: None
ABSENT: COUNCILMEMBERS: Jensen
