A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
SAN RAFAEL CERTIFYING A NEGATIVE DECLARATION FOR
A TEXT AMENDMENT TO THE COIN OPERATED AMUSEMENT
DEVICE CENTER ORDINANCE
WHEREAS, in July 1983, the San Rafael Planning Depart-
ment initiated a text amendment to the Coin Operated Amusement
Device Center Ordinance; and
WHEREAS, the text amendment permits extended operating
hours for video arcade or similar type centers, with review on a
case-by-case basis; and
WHEREAS, an Initial Environmental Study was prepared
in accordance with the State EIR guidelines to assess potential
environmental impacts of the extended operating hours; and
WHEREAS, on August 23, 1983, the Planning Commission
found that the proposed text amendment would not create any sub-
stantial adverse impacts recommending to the City Council (4-0),
the certification of a Negative Declaration; and
WHEREAS, on September 6, 1983, the City Council con-
curred with the Planning Commission recommendation, certifying
the Negative Declaration.
NOW, THEREFORE, BE IT RESOLVED that the San Rafael City
Council certifies that the Negative Declaration has been prepared
in compliance with the State EIR guidelines, and that it has
reviewed the potential impacts of the proposed text amendment.
I, JEANNE M. LEONCINI, Clerk of the City of San Rafael,
hereby certify that the foregoing resolution was duly and regularly
introduced and adopted at a regular meeting of the Council of said
City on Monday , the twenty-first day of November , 1983, by
the following vote, to wit:
AYES: COUNCILMEMBERS: Breiner, Frugoli, Nave, Russom & Mayor Mulryan
NOES: COUNCILMEMBERS: None
