A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF SAN RAFAEL AMENDING RESOLUTION NO. 6455
PERTAINING TO THE COMPENSATION FOR MANAGEMENT
AND MID-MANAGEMENT EMPLOYEES
SECTION 1. SALARIES.
Effective July 1, 1983, an increase of three percent (3%)
will be applied to the salary ranges of management and mid-
management positions, pursuant to Exhibit "A", and an increase of
six percent (6%) effective July 1, 1984, pursuant to Exhibit "B".
In order to prevent compaction of salaries between mid-
management and the rank and file employees in the safety services,
the salary adjustments for Police Captain and Lieutenant will
correspond to those negotiated by the San Rafael Police Officers
Association and the adjustments for Fire Battalion Chief, Fire
Marshal and Fire Training Officer will correspond to those nego-
tiated by the San Rafael Firemen's Association.
SECTION 2. RETIREMENT CONTRIBUTION.
Effective December 1, 1983, the City agrees to payment of
employees' contribution to Marin County Retirement System, up to
a maximum of five percent (5%) of an employee's salary, or 50% of
the employee's retirement contribution rate, whichever is less.
SECTION 3. INSURANCE PROGRAM.
Employees in positions listed in Section lA will receive, as
an added fringe benefit, full coverage for the selected health
and disability ~lan and for life insurance in the amount of the
basic $5,000, plus up to twice the amount of the employee's annual
salary.
Effective December 1, 1983, employees in positions listed in
Section IB will receive, as an added fringe benefit, full coverage
for basic life insurance ($5,000) plus supplement (up to the amount
of the eligible employee's annual salary), and two hundred dollars
($200) per month contributed toward the cost of each eligible
employee's Health & Disability insurance package. Effective
December 1, 1984, employees listed in Section IB will receive
$220 per month toward Health & Disability.
RESOLUTION NO. 6691
SECTION 4. DENTAL INSURANCE.
The City will provide and pay the premiums to have a dental
insurance program which provides 100% coverage for diagnostic and
preventive care, $25 deductible on corrective care (80/20) per
patient/calendar year, and orthodontic coverage (50/50).
SECTION 5. SICK LEAVE.
Upon termination of employment, by resignation, retirement
or death, employees employed at the present time who leave the
municipal service in good standing shall receive compensation of
all accumulated unused sick leave based upon the rate of three
percent (3 %) for each year of service, to a maximum of fifty
percent (50%). In the eVent of the death of an employee, full
payment for unused sick leave shall be paid to the employee's
beneficiary.
After July 1, 1979, new employees are not entitled to cash
in unused accumulated sick leave upon separation from the City.
SECTION 6. FLOATING HOLIDAY.
Good Friday, Lincoln's Birthday and Admission Day have been
deleted as holidays granted to the employees covered by this
Resolution, and one (1) floating holiday per year added, making
a total of two (2) floating holidays per year, to be taken by the
covered employee subject to the consent of his or her Department
Head.
SECTION 7. EDUCATIONAL INCENTIVE.
The educational incentive for Police Lieutenant, Police
Captain and Battalion Chief is included in the base salary.
SECTION 8. MISCELLANEOUS.
Incentive premium for excellence in performance is 5%.
SECTION 9. DEFERRED COMPENSATION.
Effective December 1, 1983, employees listed as mid-management
will receive a $50 per month contribution to the deferred compen-
sation plan.

SECTION 10. ANNUAL PHYSICAL EXAMINATION.
Each calendar year employees covered by this Resolution shall
be entitled to an annual physical examination by a physician of
their choice, the cost to be borne by the City. As an alternative,
the employee may elect to use this $250.00 value toward payment for
membership in a fitness club, upon approval of the City Manager.
SECTION 11. ADMINISTRATIVE LEAVE.
Said employees will receive seven (7) administrative leave
days annually, beginning each calendar year, to be used as needed
with the approval of the Department Head and City Manager.
This Resolution shall take effect forthwith upon its adoption
and the several compensations and allowances herein provided
is in full force and effect as of and from July 16, 1979.

hereby certify that the foregoing resolution was duly and regularly
introduced and adopted as a regular meeting of the Council of said
Ci ty on Monday , the fifth day of December, 1983, by the
