A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
SAN RAFAEL INSISTING THAT NOISE BARRIERS ON BOTH
SIDES OF HIGHWAY 101 BE INCLUDED IN THE PROPOSED
HIGHWAY 101 HOV PROJECT TO PROTECT EXISTING
RESIDENCES
WHEREAS, the State of California Department of Trans-
portation is considering construction of 1) a High Occupancy
Vehicle Lane between the Miller Creek interchange and the North
San Pedro Road interchange; 2) an auxiliary northbound lane from
the Mission Avenue on-ramp to the North San Pedro Road interchange;
and 3) noise walls in selected locations to protect existing
residential uses; and
WHEREAS, CalTrans has solicited public comment on the
acceptability of noise walls; and
WHEREAS, the City Council of the City of San Rafael has
conducted two public meetings to consider the acceptability of and
need for noise walls along the affected section of Highway 101; and
WHEREAS, the meetings were publicly noticed; and
WHEREAS, numerous residents of San Rafael spoke at the
public meetings stating that their homes are significantly
impacted by traffic noise; and
WHEREAS, the proposed noise barriers on the west side of
Highway 101 from proposed project station 555+00 to 571+00, and
on the west side of Highway 101 from proposed project station A10
407+30 to 459+50 and on the east side of Highway 101 from proposed
project station A10 410 to A10 432+50 and A10 36+50 to A10 464+00
would protect homes from unacceptable noise levels.
NOW, THEREFORE, BE IT RESOLVED that the City Council
of the City of San Rafael insists that the proposed project
include noise barriers on both sides of Highway 101 as needed to
protect existing residential uses from unacceptable noise levels.
BE IT FURTHER RESOLVED that the proposed noise barriers
are to be aesthetically well designed.

I, JEANNE M. LEONCINI, Clerk of the City of San Rafael,
hereby certify that the foregoing resolution was duly and regularly
introduced and adopted at a regular meeting of the Council of said
City on Monday the 2nd day of August 1982, by the
following vote, to wit:
