A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
SAN RAFAEL ESTABLISHING CRITERIA AND GUIDELINES
IN EVALUATING PROJECT PROPOSALS SEEKING INDUSTRIAL
DEVELOPMENT AND FINANCING
WHEREAS, on September 20, 1982, the City Council of the
City of San Rafael passed to print Ordinance No. 1441, adding
Chapter 3.30 to Title III of the San Rafael Municipal Code
authorizing the issuance of revenue bonds for the purpose of
providing financing to participating parties for economic develop-
ment purposes; and
WHEREAS, the purpose of said Ordinance is to establish
a financing mechanism for private economic development proposals
within the City of San Rafael; and
WHEREAS, in order to evaluate development proposals
within the City of San Rafael that seek to obtain financing
through the issuance of Industrial Development Bonds, the City
Council of the City of San Rafael has envinced its intent to
adopt criteria and guidelines.
NOW, THEREFORE, the City Council of the City of
San Rafael does hereby adopt the following criteria and guide-
lines in evaluating project proposals which seek financing
through the issuance of Industrial Development Bonds. The
following criteria and guidelines shall not be binding upon the
City Council nor shall each and every criterion be required to be
fulfilled by each development proposal seeking the utilization of
Industrial Development Bonds.
1. Improvement or enhancement of the employment
base of the residents of the City.
2. Improvement of the efficient utilization
and modernization of existing industrial
and commercial business facilities.
3. Development of new industrial, commercial
and business facilities.
4. Enhancement of the City's tax base through
increased property values and consumer
spending.

5. Reduction of welfare and other remedial
program costs.
6. Reduction of urban ills such as crime,
through the provision of increased
economic opportunities.
7. Improvement of the stability and diversi-
fication of the City's economy.
8. Lowering the cost of necessary goods and
services to City consumers.
9. Provision for the enhancement of the general
economic prosperity, health, safety and
welfare of the residents of the City.
10. Consistency with the City's General Plan
and Zoning Ordinance.
11. Implementation of community economic goals.
12. Location within the City limits.
13. Would not have an adverse affect on housing
or traffic.
14. The overriding criteria will be the general
availability of long-term financing.
BE IT FURTHER RESOLVED that the City Council of the City
of San Rafael may alter, amend or otherwise revise the foregoing
guidelines and criteria, or may reserve the right to suspend
utilization of or adherence to the foregoing in evaluating
development proposals seeking utilization of Industrial Develop-
ment Bonds.

hereby certify that the foregoing resolution was duly and regularly
introduced and adopted at a regular meeting of the Council of said
City on Monday , the 4th day of October 1982, by the
following vote, to wit:
