A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
SAN RAFAEL CERTIFYING THE NORTHGATE ACTIVITY
CENTER PLAN ENVIRONMENTAL IMPACT REPORT (EIR)
WHEREAS, the San Rafael Planning Department has prepared
a draft Plan for the Northgate Activity Center Area pursuant to
Planning Commission and City Council direction; and
WHEREAS, pursuant to the California Environmental
Quality Act and City environmental assessment procedures, Planning
Department staff completed an initial study for the project and
found that there may be significant environmental impacts;
and
WHEREAS, an Environmental Impact Report was prepared
to address the potentially significant environmental impacts;
and
WHEREAS, an Environmental Impact report was completed
on March 4, 1982, and circulated for a 45 -day public review
period which closed on April 19, 1982; and
WHEREAS, the Planning Commission held a public hearing
on the Environmental Impact Report on April 13, 1982 to accept
public testimony; and
WHEREAS, responses to all comments were presented to
the Planning Commission on May 25, 1982; and
WHEREAS, the Environmental Impact Report has been
revised to respond to the comments received, and the minutes,
staff reports, comments and responses will be printed in the
appendices; and
WHEREAS, the Planning Commission found that the
Environmental Impact Report completely, correctly and adequately
describes the proposed project, describes significant environ-
mental impacts which would result from the project, recommends
appropriate mitigation measures, discusses project alternatives,
and includes public comments and responses; and
WHEREAS, the Planning Commission recommended to the
City Council certification of the Final EIR; and

WHEREAS, the San Rafael City Council held a public
hearing on September 20, 1982 to review the EIR; and
WHEREAS, the City Council finds that the Environmental
Impact Report is complete, correct and adequate in that it des-
cribes the project, describes significant environmental impacts
which would result from the project, recommends appropriate
mitigation measures, discusses project alternatives, and includes
public comments and responses.
NOW, THEREFORE, BE IT RESOLVED that the San Rafael City
Council certifies the Final EIR on the Northgate Activity Center
Plan has been prepared in compliance with California Environmental
Quality Act (CEQA) and applicable guidelines and is complete,
correct and adequate.
I, JEANNE M. LEONCINI, Clerk of the City of San Rafael,
hereby certify that the foregoing resolution was duly and regularly
introduced and adopted at a regular meeting of the Council of said
City on Monday , the 18th day of October 1982, by the
following vote, to wit:
