RESOLUTION OF THE SAN RAFAEL CITY COUNCIL ADOPTING THE
NORTHGATE ACTIVITY CENTER PLAN AS AN AMENDMENT TO THE SAN
RAFAEL GENERAL PLAN.
WHEREAS, Policy 10 on page 36 of the San Rafael General Plan calls for the
preparation of a Specific Area Plan for the Northgate Activity Area; and
WHEREAS, the Plan is to describe precisely the mix of land uses and activities
necessary to implement the General Plan goals and objectives for the area; and
WHEREAS, the Planning Commission and City Council have conducted a series
of widely noticed public meetings to discuss the character of the Northgate Community
and its future growth; and
WHEREAS, the Planning Department has drafted a Plan based on the policy
directions of the Planning Commission and City Council; and
WHEREAS, an Environmental Impact Report has been prepared for the Plan, publicly
circulated and recommended by the Planning Commission to the City Council for certifica-
tion; and
WHEREAS, the City Council has reviewed and certified the Final Environmental
Impact Report for the Northgate Activity Center Plan; and
WHEREAS, the Planning Commission held a public hearing June 22, 1982, and after
consideration of the text of the Plan, staff materials, and written and verbal testi-
mony by neighborhood organizations, property owners and other interested parties
recommended that said Plan as revised pursuant to Commission direction be adopted
by the City Council; and
WHEREAS, the City Council held a public hearing on October 14, 1982, and
after review and consideration of the text of the Planning staff materials, Planning
Commission recommendations, and, written and verbal testimony by neighborhood organ-
izations, property owners, and other interested parties, the City Council finds that
said Activity Area Plan as recommended by the Planning Commission with amendments
listed in the City Staff Report of October 14, 1982, implements the requirements of
the San Rafael General Plan; and
WHEREAS, the City Council further finds that said Northgate Activity Center
Plan provides for the health, safety and welfare, not only of the residents and land-
owners of said neighborhood, but for the entire community, as well as providing
sound and justifiable means for further development of said Activity Area through
the provision of guidelines for developments which evaluate land capabilities and
traffic impacts.
NOW, THEREFORE, BE IT RESOLVED that the San Rafael City Council adopts the
Northgate Activity Center Plan as an amendment of the San Rafael General Plan.

certify that the foregoing resolution was duly and regularly introduced and adopted
at a regular meeting of the Council of said City held on the eighteenth
day of October , 1982, by the following vote, to wit:
