HomeMy WebLinkAboutResolution No. 6278 (Protest Central Marin Sewage Treatment Plant)RESOLUTION NO. 6278 RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN RAFAEL PROTESTING CONSTRUCTION OF THE CENTRAL MARIN SEWAGE TREATMENT PLANT WHEREAS, the citizens of San Rafael, through the electoral process, voted to approve a unified sewer project known as the Central Marin Sewage Treatment Plant; and WHEREAS, said sewage treatment plant was purported to bear an ultimate price tag of $40 million maximum; and WHEREAS, the sewage facility will treat sewage not only from the City of San Rafael but several neighboring communities as well; and WHEREAS, said treatment plant will now be located near the terminus of Andersen Drive, at one of the principal entrance- ways to San Rafael; and WHEREAS, said plant will remove from the tax rolls property that would otherwise be taxed at its highest and best use; and WHEREAS, the facility is now estimated to cost over twice as much as the original $40 million, without guarantee of the 75% funding from federal sources originally represented to the voters; and WHEREAS, although said treatment plant is comprised of two phases, first, the plant itself, and second, the outfall lines, there is no assurance that the second phase, the outfall lines, will ever be completed; and WHEREAS, to the extent the citizens and voters of San Rafael approved a $40 million project, they did not approve a project costing $80 million or more. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of San Rafael that the City protests construction of the Central Marin Sewage Treatment Plant for all of the fore- going reasons. - 1 - RESOLUTION NO. 6278 BE IT FURTHER RESOLVED that a copy of this Resolution be sent to the Environmental Protection Agency and to other pertinent agencies and officials of the Federal Government. I, JEANNE M.
