JOHN F. BARROWS
WHEREAS, JOHN F. BARROWS has served as Marin County
Administrator since 1971, after serving nine
years as Assistant County Administrator, and
WHEREAS, JOHN F. BARROWS has many accomplishments to
his credit in the areas of organizational
structure and budget management, and
WHEREAS, JOHN F. BARROWS has demonstrated a high degree
of professionalism and fairness in dealing
with issues concerning the citizens of San Rafael,
and
WHEREAS, JOHN F. BARROWS demonstrated outstanding leader-
ship during the January 4, 1982 flood disaster
in his capacity as Assistant Director of Emergency
Services,
NOW, THEREFORE, BE IT RESOLVED, that the San Rafael City
Council extends their congratulations to JOHN F.
BARROWS on his selection as Elks Lodge No. 1108's
CITIZEN OF THE YEAR
and expresses their appreciation to his profes-
sional and cooperative working relationship with
the Council and staff of the City of San Rafael.
