RESOLUTION OF THE SAN RAFAEL CITY COUNCIL CERTIFYING THE
DOWNTOWN TRAFFIC AND PARKING STUDY ENVIRONMENTAL IMPACT
REPORT (EIR)
WHERAS, the City has prepared a master Environmental Impact Report to
address the traffic impact of four major downtown development proposals; and
WHEREAS, a Notice of Completion was filed on September 12, 1980, for that
report, starting a 30 day public review period; and
WHEREAS, the San Rafael Planning Commission held a Public Hearing on
October 29, 1980, to review an EIR prepared to address cumulative parking and
traffic impacts associated with four major downtown development proposals; and
WHEREAS, following Public Hearing on October 29, 1980, the Commission con-
tinued the matter to insure that comments could be addressed and included in the
Final EIR; and
WHEREAS, written responses have been provided to all comments received
during the review period; and
WHEREAS, the Planning Commission found that the Environmental Impact Report
is complete, correct and adequate in that it addresses the cumulative traffic and
parking impacts associated with the four different development alternatives; and
WHEREAS, further environmental review will be prepared on the specific
development proposals to address visual impacts and specific parking proposals to
mitigate identified impacts; and
WHEREAS, the San Rafael City Council held a Public Hearing on January 5,
1981, to review the EIR; and
WHEREAS, the City Council finds that the Environmental Impact Report is
complete, correct and adequate in that it addresses the cumulative traffic and
parking impacts associated with the four different development alternatives.
NOW, THEREFORE, BE IT RESOLVED that the San Rafael City Council certifies
the Focused EIR regarding traffic and parking impacts has been prepared in com-
pliance with CEQA, and applicable guidelines, and has reviewed and considered
the information therein.

I, JEANNE M. LEONCINI, Clerk of the City of San Rafael, hereby certify
that the foregoing resolution was duly and regularly introduced and adopted at
a special joint meeting of the City Council of said City held on Monday
the fifth day of January , 19. 81 , by the following
vote, to wit:
