TOPIC: SECOND STREET AND GRAND AVENUE INTERSECTION MODIFICATION PROJECT
SUBJECT: ACCEPT COMPLETION OF THE SECOND STREET AND GRAND AVENUE INTERSECTION
MODIFICATION PROJECT (CITY PROJECT NO. 11244), AND AUTHORIZE THE CITY CLERK TO
FILE THE NOTICE OF COMPLETION
RECOMMENDATION: Accept completion of the project and authorize the City Clerk to file the Notice of
Completion.
BACKGROUND: The intersection of Second Street at Grand Avenue is located in one of the City’s oldest
sections of downtown near the San Rafael Canal. City records indicate that the original traffic signal was
installed in 1967. In the ensuing 50 years, vehicular traffic through this intersection has steadily
increased due to land use changes, its direct connection to the Canal neighborhood, and development in
east San Rafael. The City was awarded a $500,000 federal grant through Caltrans’ Highway Safety
Improvement Program (HSIP) to install traffic signal upgrades.
The project was advertised in Spring 2017 with three bids received. The City Council subsequently
awarded the construction contract to Northern Pacific Corporation in the amount of $997,750 (see June
19th 2017 staff report). Construction commenced in September 2017, and all work was completed on
February 22, 2018.
ANALYSIS: Pursuant to Civil Code Section 3093, the City is required to record a Notice of Completion
upon City acceptance of the improvements. This acceptance initiates a time period during which project
subcontractors may file Stop Notices seeking payment from the City from the funds owed to the
Contractor for the project work. The total City expenses of $1,143,851.69 came in under the originally
authorized expenditures of $1,324,150.00, budgeted in the Gas Tax fund.
FISCAL IMPACT: There is no fiscal impact associated with this item.
ACTION REQUIRED: Staff recommends that the City Council accept completion of the project and
authorize the City Clerk to file the Notice of Completion.

California, that there has been a cessation of labor upon the work or improvement and that said work or
improvement was completed upon the 22 nd day of February, 2018 and accepted the 16 th day of April,
2018; that the name, address and nature of the title of the party giving this notice is as follows: The City
of San Rafael, 1400 Fifth Avenue, San Rafael, California, 94901, a municipal corporation, in the County
of Marin, State of California, within the boundaries of which said work or improvement was made upon
land owned by said City and /or over which said City has an easement; that said work or improvement is
