HomeMy WebLinkAboutResolution No. 6128RESOLUTION NO. 6128 RESOLUTION OF THE CITY OF SAN RAFAEL APPROVING POLICY AND FEE SCHEDULES FOR FALKIRK COMMUNITY CULTURAL CENTER WHEREAS, rental fees are charged for usage of all city owned recreation and community center buildings; and WHEREAS, policies are established to protect the city from damage or abuse to said facilities; and WHEREAS, all users must accept the fees and policies to use said facilities; and NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of San Rafael approve the attached policy and fees for the Falkirk Community Cultural Center. LEONCINI, City Clerk z�� GENERAL POLICY Falkirk is operated by the City of San Rafael and is intended primarily for cultural, educational and social programs. Individuals and community groups are encouraged to use Falkirk on a reservation basis. FEE SCHEDULES GROUP DESCRIPTION I Non -Profit Organizations II Residents III Non -Profit Fundraising IV Non -Resident and Commercial Group FEE $3.50 per hour per room or terrace $20.00 grounds - Flat fee $10.00 per hour per room or terrace.(, $40.00 Grounds - Flat fee $15.00 per hour per room or terract, $60.00 grounds - Flat fee $20.00 per hour per room or terrace $70.00 grounds - Flat fee 1. To be considered a San Rafael resident, individuals must reside within the City limits. 2. All events for business or commercial use, for profit or gain, qualify as Group IV. ADDITIONAL FEES 1. Evening and weekend hours require an additional $12.00 per hour charge Mvh; is to cover administrative costs, utilities, and a required staff attendant. This rate will be doubled each hour exceeding an 8 hour perioc 2. The kitchen is available .for a $20 flat fee. 3. The dressing rooms are available for a $15.00 flat fee. 4. $100 refundable cleaning and damage deposit must accompany application. APPLICATION PROCEDURES 1. Reservations will be accepted 1 year in advance. All fees and insurance forms (and ABC permit when required are due 10 days prior to the event. 2. Hours of use stated on the application permit must include set-up time as well as clean-up time. Failure to abide by stated times may result in additional fees. 3. Application permits are non -transferable. 4. All applicants must comply with the State Alcoholic Beverage Policy if alcoholic beverages are to be sold. 5. Reservations for use of Falkirk by youth groups must be completed by an adult sponsor. 6. At the discretion of the Falkirk Director, security or police officers may be required. 7. The applicant whose signature appears on the registration form should arrive at the starting time designated and should plan to be present until the end of the event. If the applicant cannot be present, he should designate an individual and place that name on the application. 8. All facilities must be left in the same condition as before the event started. If additional clean-up is required, all or a portion of the deposit will be retained and the user will be charged for extra costs required. 9. If alcoholic beverages are being served the applicant must provide a certificate of insurance stating that the event is covered for a minimum of $100,000 public liability insurance. The City of San Rafael must be named as an additional insured. SPECIAL CONSIDERATION 1. No smoking is allowed inside the building. If not enforced deposit may be withheld. 2. No tape, adhesives, nails, screws, staples, tacks, or pins are allowed in/or on walls, woodwork, or windows. 3. Permanent interior furnishings are not to be moved. Direct amplified music is not allowed in house. 4. Curtains and drapes are not to be rearranged and windows are to be opened by staff only. 5. The costs of any special cleaning of furnishings, due to the event, will be charged to the applicant. G. Chairs and tables are not allowed on lawn areas. 7. Neither birdseed nor rice is allowed to be thrown at weddings. 8 Deposit will be retained if event is cancelled ten _days before .the event. If the event is cancelled less than ten days before an event, all rental and deposit monies will be retained. 9. Reservations may be revoked at any time wherever the use of building or facilities may interfere with department program activities or where there has been a violation of approved regulations. 10. City reserves the right to make any physical or furniture changes to the building. 11. At the discretion of the San Rafael City Council, additional deposits, bonds or insurance may be required.
