HomeMy WebLinkAboutResolution No. 6107RESOLUTION NO. 6107 RESOLUTION OF THE SAN RAFAEL CITY COUNCIL APPROVING ED80-8 and s80-6; TWO PROFESSIONAL OFFICE BUILDINGS, TWO -LOT SUBDIVISION; 1401-1455 LOS GAMOS ROAD (AP 165-010-29) WHEREAS, on February 10, 1981, the San Rafael Planning Commission held a public meeting and denied ED80-8 and s80-6 for the development of two office buildings and related site improvements at 1401-1455 Los Gamos Road (AP -101-29) and, WHEREAS, on April 20, 1981, the San Rafael City Council held a public hearing to hear an appeal of the Planning Commission's denial of the project, and. WHEREAS, the San Rafael City Council found that the project, as modified by the conditions of approval, would not have an adverse effect on the natural or man- made environment, and certified a negative declaration for the project pursuant to CEQA. NOW, THEREFORE, BE IT RESOLVED that the San Rafael City Council grants the appeal and approves the project subject to the following conditions: s80-6 FIRE DEPARTMENT (a) Emergency access easements shall be dedicated to connect the two ends of Los Gamos Road and the access shall be improved as shown on the plans. (b) Water mains shall be extended and fire hydrants provided to the satisfaction of the Fire Marshal. PUBLIC WORKS DEPARTMENT (c) The applicant shall construct full street improvements, curb, gutter and sidewalk and paving for a hammerhead at the end of the northern segment of Los Gamos Road. This hammerhead shall be dedicated in fee and the design shall be approved by the City Traffic Engineer. (d) An agreement and necessary bonds shall be posted for the proposed improve- ments. PLANNING DEPARTMENT (e) Reciprocal access easements shall be recorded over the driveways planned for the two lots. (f) A one -foot vehicular non -access strip shall be dedicated across the end of the southerly segment of Los Gamos Road. ED80-8 POLICE DEPARTMENT (a) Deadbolts shall be provided on all man doors and mortise flush bolts on all double or French doors. (b) Secondary locks shall be provided on all windows. No casement, Louvre or - awning type windows shall be permitted on the first floor. (c) The parking lot shall be illuminated to 5 -foot candles minimum maintained with the fixtures controlled by a photo electric sensor. The specific fixture shall be subject to approval by the Police Department and Planning Department to insure that the fixtures provide adequate illumination and do not shine on adjacent properties. PUBLIC WORKS DEPARTMENT (d) Prior to the issuance of building permits, the parcel map (s80-6) shall be recorded. (e) An engineered site plan shall be submitted with the application for building permits. The plan shall show all proposed and existing site characteristics. (f) Engineered improvement plans and details shall be submitted to the City Engineer for the construction of both proposed frontage on-site and off-site improvements. (g) All earthwork shall be done under the supervision of a soils engineer. (h) A soils engineering report shall be submitted to the City Engineer with the building permit. RESOLUTION NO. 6107 (i) The applicant shall submit a letter from the appropriate sanitary sewer service stating service is available. (j) The emergency access shall have barricades to obstruct motor vehicles but permit passage of bicycles. A standard plan is available from Public Works Department. (k) All drainage flowing into Caltrans' facilities shall be approved by Caltrans. PLANNING DEPARTMENT (1) A sign program shall be submitted with the building permit application for the Planning Director's approval. (m) All perpendicular parking shall be 9 feet x 19 feet with a 24 -foot aisle backout area. Compact stalls shall be 8 feet by 16 feet. A maximum of 30% of the total number of parking spaces shall be compact. A 2 -foot o\erhang for parking adjacent to landscaped area shall be permitted. Changes to the parking lot design and bike path design shall be approved by the Planning Director at the time of building permit issuance. (n) Prior to the.issuance of building permits, the applicant' shall pay a fair share portion of the traffic mitigation costs for the Northgate Activity Center traffic improvements. This shall be $47,880. (o) the landscaping shown in the Caltrans right-of-way is required as a condition of this permit. If this landscaping cannot be provided, commensurate on-site landscaping shall be provided. I, JEANNE M.
