RESOLUTION OF THE SAN RAFAEL CITY COUNCIL:
SPECIFYING THAT CERTAIN IMPROVEMENTS TO THE
TERRA LINDA AND LUCAS VALLEY INTERCHANGES
ARE THE RESPONSIBILITY OF THE STATE OF
CALIFORNIA
WHEREAS, the City Council authorized the preparation of
Northgate Activity Center Studies; and
WHEREAS, as part of those studies, a comprehensive
analysis of traffic impact at various intersections was included;
and
WHEREAS, various development alternatives were considered
in said studies; and
WHEREAS, as a result of the traffic analysis, certain
capital improvement projects were identified as being necessary in
order to mitigate traffic impacts due to additional development in
the Northgate area; and
WHEREAS, certain improvements were required at the Terra
Linda and Lucas Valley Interchanges; and
WHEREAS, the improvements required to be constructed at
the Terra Linda Interchange consist of constructing a northbound
on-ramp, intersection modification to eliminate critical turning
movements, and the construction of a new overpass structure from
Civic Center Drive to Merrydale Road; and
WHEREAS, the improvements required to be constructed at
the Lucas Valley Road Interchange consist of constructing a southbound
off -ramp and a new southbound on-ramp;
NOW, THEREFORE, BE IT RESOLVED that these interchange
modifications are considered to be part of the total traffic mitiga-
tion program for the Northgate Activity Center and that the con-
struction of said improvements are the total and complete responsi-
bility of the State of California;
BE IT FURTHER RESOLVED that City staff is directed to
convey said resolution to the State of California and staff shall
pursue with said State all steps necessary to obtain approval of said
improvements.

California, hereby certify that the foregoing resolution was duly
and regularly introduced and adopted at a regular meeting of
the Council of said City held on the 1st day of June, 1981, by
the following vote, to wit:
