HomeMy WebLinkAboutResolution No. 6112RESOLUTION NO. 6112 RESOLUTION OF THE SAN RAFAEL CITY COUNCIL OF INTENTION TO REZONE THE NORTHGATE ACTIVITY CENTER WHEREAS, the City Council authorized the preparation of Northgate Activity Center studies; and WHEREAS, various development alternatives were considered in said study; and WHEREAS, as part of those studies, a comprehensive analysis of traffic impacts at various intersections was included; and WHEREAS, as part of review of those studies meetings were held by the Planning Commission on February 23, 1981 and March 10, 1981, by the Planning Commission and City Council on April 8, 1981, and May 13, 1981, and by the City Council on March 23, 1981, April 20, 1981, and May 18, 1981; and WHEREAS, at those meetings the Planning Commission and City Council considered written correspondence from numerous groups and individuals and public testimony from many groups and individuals; NOW, THEREFORE, BE IT RESOLVED that the City Council intends to rezone the Northgate Activity Center in order to accomplish the following; 1. Designations of land use and land use intensities/ densities for properties in the Northgate Activity Center; 2. Establishment of a cost allocation system to charge new development for construction of the City's share of the transportation improvement package for the Northgate Activity Center; 3. Said cost allocation system to be based on P.M. peak hour traffic generation, to allow flexibility in land use designations and intensities/densities if peak hour traffic impacts were lessened or remain unchanged, to provide credit for feasible transportation systems management implementation, and to be tied to the applicable construction cost index to account for inflation and cost increases over time; 0 - W ]RILViG_NAL RESOLUTION NO. 6112 BE IT FURTHER RESOLVED that City staff is hereby directed to proceed with all due haste to prepare the draft zoning ordinance to accomplish the above and to prepare the necessary environmental review documentation for said ordinance.
