A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF SAN RAFAEL CERTIFYING A NEGATIVE DECLARATION
FOR THE REZONING OF THE LATHAM NEIGHBORHOOD
FROM C-2 (GENERAL COMMERCIAL) DISTRICT TO R -3-N
(MULTIPLE FAMILY RESIDENTIAL - NON-CONFORMANCE
STANDARDS) DISTRICT
WHEREAS, several property owners petitioned the City
to rezone the Latham Street neighborhood from C-2 (General
Commercial) District to R -3-N (Multiple Family Residential -
Non -Conformance Standards) District; and
WHEREAS, in response to this petition and Planning
Commission concerns, the City iniated rezoning of the subject
area and held a duly noticed neighborhood meeting to receive
neighborhood input on the matter, and
WHEREAS, City staff has determined that the R -3-N
zoning is the most appropriate zoning classification given the
existing land uses and physical improvements to properties within
the subject area, and
WHEREAS, the Planning Commission on July 28, 1981,
held a public hearing, received public comment on the matter,
and rcommended the certification of a Negative Declaration and
rezoning of the properties involved which include the following.
AP 11-241-03 thru 14, 11-242-12, 13, 14 & 16 thru 28, and
11-243-01, 02, 03, 04 & 07 thru 15.
NOW, THEREFORE, BE IT RESOLVED that the San Rafael
City Council certifies a Negative Declaration for the rezoning
of the Latham neighborhood from C-2 (General Commercial) District
to R -3-N (Multiple Family Residential - Non -Conformance
Standards) District.

hereby certify that the foregoing resolution was duly and regularly
introduced and adopted at a regular meeting of the Council of said
City on Monday the 21st day of September, 1981, by the following
vote, to wit.
