PRESENTS THIS

LOUIS E. FOSTER, JR.
WHEREAS, LOUIS E. FOSTER, JR., will retire as a Sergeant
of Police for the City of San Rafael after
thirty-one years of distinquished service to
the citizens of this community; and
WHEREAS, It is hereby recognized that during his tenure
as a police officer, LOUIS E. FOSTER, JR., con-
tributed greatly to the youth of our community
for nearly two decades, and
WHEREAS, SERGEANT FOSTER'S high standards, integrity,
fairness for justice and courage have gained
him the respect and admiration of his fellow
officers and numerous colleagues of other law
enforcement agencies throughout the County of
Marin and State of California;
NOW THEREFORE, BE IT RESOLVED that the City Council of the
City of San Rafael, in grateful acknowledgement
of LOUIS E. FOSTER'S outstanding record of
service to the City of San Rafael, its employees,
residents and business community, expresses
sincere appreciation and warm-hearted wishes for
a very long, happy and healthy retirement.
