SUBJECT: CALL FOR APPLICATIONS TO FILL ONE THREE-YEAR TERM ON THE
MARIN COUNTY COMMISSION ON AGING TO THE END OF JUNE 2021, DUE
TO EXPIRATION OF TERM OF SALAMAH LOCKS
RECOMMENDATION: It is recommended that the City Council approve the following actions:
1. Call for applications to fill one three-year term on the Marin County Commission on Aging
from July 1, 2018 to the end of June 2021;
2. Set deadline for receipt of applications for Tuesday, May 29, 2018 at 5:00 p.m. in the City
Clerk’s Office, Room 209, City Hall; and
3. Set date for interviews of applicants at a special City Council meeting to be held on a date
to be determined.
BACKGROUND: The Marin County Commission on Aging is a 23-member federally mandated
advisory council to the Marin County Board of Supervisors. The Commission works closely
with the Aging and Adult Services on behalf of Marin’s older adults. The mission of the
Commission is to promote the dignity, independence and quality of life of older persons through
advocacy, information, programs and services. Meetings are held on the first Thursday of each
month from 10:00am until 12:30pm. Additional information about the Commission can be found
on the Marin Commission on Aging website.
According to the Older Americans Act, membership shall be composed of: (a) a majority of
persons 60 years or older; (b) service providers; (c) members who reflect the geographic,
racial, economic, and social complexion of the area they represent; and (d) at least one
member who represents the interests of the disabled.
RECOMMENDED ACTION: Approve staff recommendation.

Applications to serve on the Marin County Commission on Aging to fill one three-year term to the end
of June 2021, may be obtained online at https://www.cityofsanrafael.org/boards-commissions/
and may be completed and submitted electronically. Hard copies of the application are also available
online and in the City Clerk’s Office.
The deadline for filing applications is Tuesday, May 29, 2018, at 5:00 p.m. in the City Clerk’s Office.
There is no compensation paid to Board Members. Members must comply with the City’s ethics
training requirement of AB 1234, and reimbursement policy. See attached information.
ONLY RESIDENTS OF THE CITY OF SAN RAFAEL MAY APPLY.
The Marin County Commission on Aging regularly meets on the first Thursday of each month from
10:00am until 12:30pm.

RESPONSIBILITY STATEMENT
MEMBER, COMMISSION ON AGING
DEFINITION
The Commission on Aging member is appointed by the Marin County Board of Supervisors or
local City or Town Council to serve as one of the 21 voluntary advisors to the Board of
Supervisors on issues affecting the elderly of Marin County. The Commission on Aging is a
federally mandated advisory council to the Board of Supervisors, which serves as the policy-
making board of the Area Agency on Aging within County government. The Commission on
Aging is also designated by the State as the local long-term care lead agency and project review
body, and as the local Adult Day Health Care Planning Council.
SKILL LEVEL AND FUNCTION
Appointed Commissioners are expected to have an active interest in, and a willingness to,
becoming knowledgeable about the needs and concerns of Marin’s elderly residents, whether
they live in their own homes or in institutions, and of those caring for them in the communities
where they live.
According to the statement of purpose in the by-laws, the Commission shall:
1. Provide information about attitudes, needs, and opinions of the elderly to the Board of
Supervisors and the Area Agency on Aging staff;
2. Advise on the development and implementation of the Annual Area Plan in conformity with
State and Federal regulations;
3. Serve as a forum and a strong advocate, providing leadership for the elderly;
4. Hold public meetings on the Area Plan on the needs and priorities of the elderly, and
recommend programs to the Board of Supervisors for funding;
5. Advise the Area Agency on Aging (Board of Supervisors) on allocations of funds, and on
legislation affecting policies pertinent to the elderly;
6. Serve as a source of community education pertaining to the needs and programs for the
aging;
7. Consult and maintain contact with special groups which have responsibilities related to the
older American.
REQUIREMENTS OF MEMBERSHIP
1. Serve a three-year term;
2. Attend monthly meetings of the Commission. No member may be absent without a valid
reason for more than three consecutive meetings;
3. Be willing to abide by Roberts’ Rules of Order;
4. Members who receive compensation from or have a fiduciary interest in any program funded
by the Area Agency on Aging must abstain from voting on funding of that particular program;
5. Serve on at least one standing committee or task force, which may meet monthly or more
often, depending on need;
6. Be willing to participate with staff in annual contract review and monitoring of projects, to
assure efficient services to Marin’s elderly;
7. If an appointee is a City or Town representative, a commitment must be made to report to
the appointee’s City or Town Council on an annual basis regarding the activities of the
Commission.

NOTICE TO BOARD & COMMISSION APPLICANTS
REGARDING ETHICS TRAINING
On January 1, 2006, a new law became effective that requires two (2) hours of ethics training of the local legislative
bodies by January 1, 2007. This new law defines a local legislative body as a “Brown Act” governing body, whether
permanent or temporary, decision-making or advisory, and created by formal action of the City Council. In other
words, any person serving on a City Council, Board, Commission, or Committee created by the Council is subject to
this ethics training requirement. After this initial class, training will be required every two years.
Ethics training can be accomplished by taking a 2-hour class, self-study. Online training is available at on line at
http://www.fppc.ca.gov/index.php?id=477 and is free of charge.
After you have completed the ethics class, the original certificate needs to be given to the City Clerk’s Office for
record-keeping, with a copy kept for your records.

Chapter 700, Statutes of 2005
This law does the following:
• Ethics Training: Members of the Brown Act-covered decision-making bodies must take two hours of ethics
training every two years, if they receive compensation or are reimbursed expenses. The training can be in-
person, on-line, or self-study.
For those in office on 1/1/06, the first round of training must be completed by 1/1/07.
• Expense Reimbursement -- Levels: Local agencies which reimburse expenses of members of their legislative
bodies must adopt written expense reimbursement policies specifying the circumstances under which expenses
may be reimbursed. The policy may specify rates for meals, lodging, travel, and other expenses (or default to
the Internal Revenue Service’s (IRS) guidelines). Local agency officials must also take advantage of conference
and government rates for transportation and lodging.
• Expense Reimbursement -- Processes: Local agencies, which reimburse expenses, must also provide expense
reporting forms; when submitted, such forms must document how the expense reporting meets the
requirements of the agency’s expense reimbursement policy. Officials attending meetings at agency expense
