SUBJECT: RESOLUTION APPROVING A NEW ACCOUNTING TECHNICIAN
CLASSIFICATION AND SALARY RANGE; AND RECLASSIFYING AN
EXISTING 1.0 FULL-TIME EQUIVALENT (FTE) ACCOUNTING ASSISTANT
I/II POSITION TO A 1.0 FTE ACCOUNTING TECHNICIAN POSITION.
RECOMMENDATION: Adopt Resolution
BACKGROUND: Periodically, the City reviews staff positions and assignments in an effort to
ensure that the classification under which work is being performed is accurately represented.
The purpose of this report is to present the result of a recent review.
ANALYSIS: The Human Resources Department utilized Bryce Consulting to conduct desk
audits of three existing positions in the Finance Department to determine if the work assigned is
appropriately classified. As a result of the desk audits and classification review, it was identified
that the Accounting Assistant II performing accounts receivable is working in a more technical
capacity and the position should be reclassified to a new Accounting Technician classification.
The new classification job description is attached to this report.
The recommended salary range for the Accounting Technician position is $5,453 (Step A) to
$6,628 (Step E) per month, which is internally aligned with the technical Payroll Administrator
job classification and consistent with the market review.
City staff has satisfied its responsibilities to notice and offer to meet and confer with the
affected bargaining unit in accordance with the Meyers-Milias-Brown Act prior to
implementation.
This item was reviewed at the City Council Finance Committee meeting of April 26, 2018.
FISCAL IMPACT: The cost to reclassify the position from the Accounting Assistant II
classification to the new Accounting Technician classification is approximately $7,300 annually.
The cost associated with the current year, which will be implemented as of the date of the
reclassification request, will be offset by salary savings from vacant positions in the Finance

Department. The reclassified position will be included in the FY 18/19 budget in the Finance
Department’s budget in the City’s General Fund.
OPTIONS: The City Council has the following options to consider on this matter:
1. Staff’s recommended action.
2. Adopt the resolution with modifications.
3. Take no action.
RECOMMENDED ACTION: Adopt resolution to authorize the new Accounting Technician
classification and updated SEIU salary schedule with the new Accounting Technician salary
range, and to reclassify the existing Accounting Assistant I/II position to the new Accounting
Technician classification.

RESOLUTION OF THE SAN RAFAEL CITY COUNCIL APPROVING A NEW
ACCOUNTING TECHNICIAN CLASSIFICATION, AND SALARY RANGE; AND
RECLASSIFYING AN EXISTING 1.0 FULL-TIME EQUIVALENT (FTE) ACCOUNTING
ASSISTANT I/II POSITION TO A 1.0 FTE ACCOUNTING TECHNICIAN POSITION
Whereas, the City performs a periodic review of positions to ensure that
classifications accurately describe the work being performed; and
Whereas, the Human Resources Department engaged a consultant to perform
desk audits of three positions in the Finance Department to determine whether the work
has been properly classified; and
Whereas, the result of the desk audits was a recommendation by the consultant
to reclassify the work of the Accounting Assistant I/II position performing accounts
receivable to an Accounting Technician; and
Whereas, a job description was developed to specify the more technical work
required of the job and the salary range was internally aligned to another technical
position in the Finance Department, which is $5,453 – $6,628 per month;
NOW, THEREFORE BE IT RESOLVED, that the City Council hereby authorizes
the City Manager to establish the following personnel action in accordance with the City
Position Reclassification Policy, to:
Establish the new Accounting Technician classification and salary range of
$5,453 – $6,628 per month in the SEIU Salary Schedule and reclassify a 1.0 FTE
Accounting Assistant I/II position to the new Accounting Technician classification.

Job Class Specification
Job Title: Accounting Technician
SUMMARY
To perform a variety of technical accounting duties in support of specific functions or programs;
to prepare, maintain and process accounting records and financial transactions related to area
of assignment; and to prepare and maintain detailed reports and records relevant to assigned
functions.
SUPERVISION RECEIVED AND EXERCISED
Receives general supervision from an assigned supervisor.
ESSENTIAL DUTIES AND RESPONSIBILITIES - Duties may include, but are not limited to,
the following:
• Perform a variety of highly technical accounting duties in support of an assigned area of
accounting operations and other assigned duties.
• Prepare, compile, tabulate and maintain data, complex documents and highly technical
financial, statistical and operational reports, statements and records; enter data
calculate, reconcile; create or update records.
• Prepare summary sheets for use of supervisor or auditors in preparing comprehensive
financial statements; prepare trial balances; prepare budget documents and perform
related research; and, assist in budget administration and mid-cycle adjustments.
• Assist other accounting personnel with a variety of technical accounting duties in the
preparation, maintenance and processing of accounting records and financial
transactions including accounts payable, accounts receivable, purchasing or other
related functions.
• Receive and screen telephone calls from other departments or the public; handle
complaints; and, answer questions and provide information to the public using judgment
as to those requiring priority attention.
• Perform special projects or studies; participate in committees or teams as assigned.
• Assist in calculating and processing payroll; determine tax deposits, benefit and other
deductions and related adjustments; track accruals; and, process direct deposit.
• Ensure that work is handled on a priority basis, organized, and completed in a timely
manner; check documents and records for accuracy, completeness and conformance to
applicable policies, rules and regulations.
• Build and maintain positive working relationships with co-workers, other City employees
and the public using principles of good customer service.
• Perform related duties as assigned.
KNOWLEDGE OF:
• Generally accepted accounting principles; mathematics related to accounting processes;
internal controls appropriate to accounting procedures.

• Accurately and quickly input detailed data; perform mathematic computations; use
specialized software, word processing, spreadsheets, databases, and 10 key adding
machines.
• Interpret and apply administrative and departmental policies, laws and rules; analyze

EDUCATION and/or EXPERIENCE:
Any combination of experience and training that would provide the required knowledge and abilities
is qualifying. A typical way to obtain the required knowledge and abilities would be:
Experience: Two years of increasingly responsible technical level experience in accounting or
finance to demonstrate possession of the required knowledge and abilities. Experience performing
fiscal record keeping or accounting work in a government finance environment is desirable.
Training: Equivalent to an Associate’s degree from an accredited college in business, accounting,
finance or a related field.
CERTIFICATES, LICENSES, REGISTRATIONS:
May need to possess a valid California driver’s license as required by the position.
