RESOLUTION APPOINTING PROJECT ENGINEER
Francisco Boulevard East Assessment District
The City Council of the City of San Rafael resolves:
This City Council hereby appoints
COLEMAN, SELMI & WRIGHT
as Project Engineer for the doing of certain necessary engineering
work and exercising certain of the engineering functions provided for
under the provisions of the Municipal Improvement Act of 1913 in connec-
tion with the improvements to be made in proposed Francisco Boulevard .
East Assessment District, City of San Rafael, Marin County, California.
The employment of said Project Engineer shall be as provided
in the attached terms and conditions of Project Engineer's proposal
attached hereto.
I HEREBY CERTIFY that the foregoing resolution was duly and
regularly adopted by the City Council of the City of San Rafael, Marin
County, California, at a regular meeting thereof, held on the 19th
day of May, 1980.

The following is our proposal to provide engineering services For the
Francisco Boulevard East Assessment District. We propose to offer the
following services for an estimated Fee of 8.8/0 of the total cost of
construction to be shared by the San Rafael Redevelopment Agency and
the property owners. The engineering services are as follows:
1 . Meet and confer with the property owners involved with the frontage
improvements. A maximum of 30 hours will be allocated to this
phase of the work. All hours beyond 30 shall be billed separately.
2. Prepare plans and specifications as follows:
a. Frontage improvements from Hoag to Bellam.
b. Drainage improvements from Hoag to Bellam.
c. Street light locations only, service by P G & E, from Grand to
Bellam.
d. Remove and replace sidewalk, driveways, curb and gutter from
Grand to Bellam.
e. Channelization at Grand and Medway.

F. Traffic signal installation at Medway.
g. Overlay of Francisco Boulevard East.
h. All other work not listed above shall be done by supplemental
agreement.
3. Prepare all maps, reports, engineering estimate, assessment spread
by computer, and all other engineering requirements of the Assessment
District based on 1913 Act for Construction and 1915 Act for Bonds.
4. Coordination of utilities For the preparation of plans and specifications
only.
5. Preparation of bid documents suitable For advertising and distribution to
prospective bidders. Cost of printing is not included.
6. Construction staking as Follows:
a. One set of stakes for curb and gutter grade only.
b. One set of stakes for drainage system.
C. One set of stakes For each traffic signal post.
d. One set of stakes For each electrolier.
e. Contractor to do all staking for landscaping.
F. Provide as -built mylar of project. Drawings shall be revised
based on information supplied by the City.
All other work, not included in the above scope of work, shall be done by
supplemental agreement.
For this project to be properly designed and coordinated with P G & E, P T T,
property owners, and others, the completion date of July 1, 1980 can not be
met. We will agree to a completion date of August 1, 1980.

If the project is terminated by the City, the City and/or the Redevelopment
Agency shall pay Coleman, Selmi & Wright the cost incurred to the date of
termination.
