IECD-CITY CLK A RESOLUTION OF THE CITY COUNCIL DESIGNATING THE SAN RAFAEL
IMPROVEMENT CLUB AT 1800 FIFTH AVENUE AS AN HISTORICAL LANDMARK
1 JUL 80 9 : O6WHEREAS, the Cultural Affairs Commission and the City Council have found, after
conducting a public hearing, that the 1800 Fifth Avenue site has significant value
as part of the cultural characteristics of the City, exemplifies the cultural, social,
and historic heritage of the community, portrays the environment in the area of
history characterized by a distinctive architectural style, and embodies those dis-
tinguishing characteristics of an architectural type; and
WHEREAS, a description of the characteristics of the San Rafael Improvement
Club at 1800 Fifth Avenue site which justifies this designation and a description
of those particular features that should be preserved are attached hereto as
Exhibit "A" and are incorporated herein by reference; and
WHEREAS, the location and boundaries of the San Rafael Improvement Club at
1800 Fifth Avenue site are those contained in Exhibit "B" attached hereto and incor-
porated herein by reference; and
WHEREAS, a primary reason for designation is its visual significance to the
neighborhood that the structure and landscaping be maintained in a manner appro-
priate to the style of the house;
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of San Rafael,
California, that the San Rafael Improvement Club at 1800 Fifth Avenue site herein
above mentioned and described be and the same hereby is designated as an Historical
Landmark, and shall be preserved and maintained pursuant to the provisions of
Chapter 2.18 of the San Rafael Municipal Code;
BE IT FURTHER RESOLVED that the City Clerk of the City of San Rafael is hereby
directed to cause a copy of this Resolution, or notice thereof, to be recorded in
the Office of the County Recorder.
I, JEANNE M. LEONCINI, City Clerk of the City of San Rafael, hereby certify
that the foregoing Resolution was duly and regularly introduced and adopted at a
regular meeting of the Council of the City of San Rafael held on Monday
the sixteenth day of June , 1980, by the following vote, to -wit:

SAN RAFAEL IMPROVEMENT CLUB
Landmark Designation
The current home of the San Rafael Improvement Club was moved to its
present site from the 1915 Panama Pacific International Exposition
in San Francisco where it was the exhibition hall for the Victor
Talking Machine Company. The San Rafael Improvement Club was one of
the hundreds of Civic Improvement Organizations that sprang up all over
the country after the turn of the century as part of the City Beautiful
Movement. The grounds include a hedge, and expansive planting. It has
a corner location, and the two streets are lined with trees.
The San Rafael Improvement Club building, 1800 Fifth Avenue is well
situated on an impressive site at the corner of Fifth Avenue and "H"
Streets. It is a wooden building approximately 63 feet by 63 feet by
24 feet high. This structure, built in 1915 for the Panama -Pacific
Exposition, is a fine example of the Neo -Classic Revival style of
architecture. It is set diagonally on the site and each of the three
sides of the building toward the streets has four fluted columns in the
Doric Order complete with architrave and cornice over, crowned with
pediment and attic. The cornices are especially fine with triglyphs
and guttae decoration in the Greek tradition. The twelve columns have
well executed capitals and with anthesis and fluting are perfect
examples of the order. The two main entrances of the buildings are on
the corners, and have double doors with eighteen panels each. Over the
doors are curved architraves and cornices. On each elevation of the
building are three large plate glass windows, making a total of nine.
Over each window is a classic window head with voluted scroll end
brackets. Above each window is a classic panel. At the two rear
entrances of the building are four Doric pilasters to correspond with
the columns of the elevations.
Besides being an architectural gem, this building is in an almost perfect
state of repair, and it is highly recommended that it be designated for
preservation.

Beginning at a point on the westerly line of "H" Street distant southerly
along said line 133 feet from the point of intersection of the said
westerly line of "H" Street with the southerly line of Fifth Avenue,
formerly Culloden Avenue, thence running northerly along said westerly
line of "H" Street 133 feet to the southerly line of Fifth Avenue, thence
northwesterly along said southerly line of Fifth Avenue 140 feet thence
southerly at right angles to Fifth Avenue 71-4/12 feet to a stake in
center of creek thence southeasterly following center line of bed of
creek 192 feet, thence in a straight line following the northerly line
of property of F. Koenig and property of P. Stefani easterly 79-z feet to
the place of beginning, Being lots "A", "B" and "C" of Forbes Addition
to the town of San Rafael as the same are marked and designated upon Map
Number 1 of Forbes Reserve Town of San Rafael filed in the office of the
County Recorder of the County of Marin, State of California, on March 22,
1882.
