HomeMy WebLinkAboutResolution No. 5992RESOLUTION NO. 5992 RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN RAFAEL ENDORSING THE PASSAGE OF PROPOSITION 10, THE SMOKING AND NO SMOKING SECTIONS ACT OF 1980 WHEREAS, the overwhelming medical evidence established in the last several years concludes that second-hand smoke is harmful to the health of non-smokers; and WHEREAS, breathing second-hand smoke for extended periods may cause disease in healthy non-smokers; and WHEREAS, breathing second-hand smoke can aggravate the condition of more than 2z million Californians with heart or lung disease; and WHEREAS, second-hand smoke, like all tobacco smoke, contains more then 4,600 chemicals, many of which are dangerous to human health; and WHEREAS, air pollution above Federal standards can occur in enclosed places because of second-hand smoke, even with normal ventilation; and WHEREAS, second-hand smoke can cause burning of the eyes and nasal passages, headaches, nausea, and discomfort to non-smokers, and can aggravate the condition of persons with allergies to other substances; and WHEREAS, Proposition 10, taking into account the aforementioned medical facts, would establish separate smoking and no -smoking sections in public places, thereby protecting the right of non-smokers to breathe clean air while at the same time ensuring that smokers may smoke in their own designated areas, and thereby serving the public's best interest, NOW THEREFORE, be it resolved that the San Rafael City Council endorses Proposition 10, the Smoking and No Smoking Sections Proposition on the November, 1980 ballot. I, JEANNE M. LEONCINI, Clerk of the City of San Rafael, California, hereby certify that the foregoing Resolution was duly and regularly introduced and adopted at a regular meeting of the Council of said City held on the 6th of October, 1980, by the following vote, to wit: AYES: COUNCILMEMBERS: Breiner, Nixon and Mayor Mulryan NOES: COUNCILMEMBERS: Jensen and Miskimen ABSENT: COUNCILMEMBERS: None IN, 1 M 0 2rall,r,1
