HomeMy WebLinkAboutCC Resolution 5595 (Francisco Blvd Extension Project)RESOLUTION NO. 5595 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN RAFAEL, MARIN COUNTY, CALIFORNIA, REQUESTING THE STATE OF CALIFORNIA, DEPARTMENT OF TRANSPORTATION TO APPROVE THE USE OF A PORTION OF STATE RIGHT-OF-WAY FOR THE WEST FRANCISCO BOULEVARD EXTENSION PROJECT AND TO PAY ONE HALF THE PROJECT COST WHEREAS, the City of San Rafael has been and is currently faced with a serious problem in its existing City street pattern in the vicinity of State Route 101 at Second Street and Irwin Street in San Rafael, Marin County, California, and WHEREAS, this problem was.created in the past with the construction of State Route 101 improvements in San Rafael which severed existing City streets in such a manner so as to leave a number of unconnected stub streets; specifically Ritter Street, Irwin Street, and West Francisco Boulevard, and WHEREAS, the cutting off of these streets was done to accomplish State highway construction which, in turn, resulted in the creation of a severe hardship to commercial properties in the affected area, and WHEREAS, to alleviate this problem, the City of San Rafael has appropriated funds to construct a new roadway to connect to West Francisco Boulevard, Irwin Street, Second and Hetherton Streets, and to Ritter Street, and WHEREAS, to construct said roadway connection will impose financial hardship on the City of San Rafael, and WHEREAS, to accomplish said roadway connection entitled "West Francisco Boulevard Extension Project", would require the use of existing State of California Highway right-of-way in the area. NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of San Rafael, Marin County, California, hereby respectfully requests approval from the State of California, Department of Transportation to utilize a portion of existing State right-of-way in the vicinity of the area adjacent to the southbound on-ramp from Second and Hetherton Streets to State Route 101, and between West Francisco Boulevard, Irwin Street and Second Street to accommodate City's proposed West Francisco Boulevard Extension Project. - 1 - yq: BE IT FURTHER RESOLVED that the City Council of the City of San Rafael hereby respectfully requests that the State of California, Department of Transportation pay to said City $350,000, estimated to be one half the total project cost.
