MR. JOHN O'NEILL
RANGER MARK HEDEEN
RESERVE POLICE OFFICER MICHAEL O'NEILL
WHEREAS, JOHN O'NEILL, MARK FiEDEEN and MICHAEL O'NEILL were aboard the
police boat "Mission City" on December 23, 1978, and
WHEREAS, JOHN O'NEILL was aboard the "Mission City" to photograph the
activities of a Christmas parade soon to take place in the
San Rafael Canal, and
WHEREAS, JOHN O'NEILL, MARK HEDEEN and MICHAEL O'NEILL responded to a
radio report of a small boat capsized in the Bay, and
WHEREAS, JOHN O'NEILL observed a female floating motionless in the
frigid Bay water, and with disregard for his own safety,
plunged into the water to revive her, and
WHEREAS, JOHN O'NEILL kept the victim's head above water and administered
necessary aid until she could be transferred to a Coast Guard
helicopter.
NOW, THEREFORE, BE IT RESOLVED that the City Council of San Rafael, by
adoption of this resolution, thanks JOHN O'NEILL, MARK HEDEEN
and MICHAEL O'NEILL for their efficient teamwork and heroic
efforts in saving this person's life.
