A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN RAFAEL
CERTIFYING THE FOCUSED EIR FOR LUCKY STORES (GEMCO)
WHEREAS, in late 1977 and early 1978, an initial traffic
study was commissioned by the San Rafael Planning Commission which
analyzed the impact of Gemco traffic upon existing Bellam Boulevard;
and
WHEREAS, on May 30, 1978, a Negative Declaration was
approved by the Planning Commission; and
WHEREAS, the Negative Declaration was appealed to the San
Rafael City Council; and
WHEREAS, on July 17, 1978, the City Council considered the
appeal and concluded that a Focused EIR should be prepared centering
on the question of traffic in the greater East San Rafael area; and
WHEREAS, Barnard C. Johnson, Traffic Engineering Consultant,
was commissioned to complete this Focused EIR; and
WHEREAS, this Focused EIR was submitted to full public
review on February 10, 1979, following the requirements of the Cali-
fornia Environmental Quality Act; and
WHEREAS, the San Rafael Planning Commission on May 22,
1979, determined that the Focused EIR should be certified; and
WHEREAS, ON July 2, 1979, the San Rafael City Council
held a public hearing; and
WHEREAS, the City Council reviewed and considered the in-
formation in the Final EIR for Gemco; and
WHEREAS, the City Council considered public testimony given
regarding the final EIR;
NOW, THEREFORE, BE IT RESOLVED that the San Rafael City
Council certifies that the Final EIR entitled Focused EIR - Gemco
Department Store, dated 2/20/79, with all appropriate attachments and
public comments, complies with the requirements of the California
Environmental Quality Act as amended and of the State EIR Guidelines.

I, JEANNE M. LEONCINI, City Clerk of the City of San Rafael,
hereby certify that the foregoing resolution was duly and regularly
introduced and adopted at a regular meeting of the City Council of
said City held on Monday the 2nd day of July , 1979, by the
following vote, to wit:
