HomeMy WebLinkAboutResolution No. 5737RESOLUTION NO. 5737 RESOLUTION OF THE SAN RAFAEL CITY COUNCIL ESTABLISHING THE SAN RAFAEL MOBILE HOME ADVISORY COMMITTEE WHEREAS, some residents of the various mobile home parks have requested San Rafael City Council members to consider the establishment of a committee to serve as a forum to receive comments, suggestions and complaints from mobile home park residents and to consider them and transmit those it deems appropriate to the San Rafael City Council; and WHEREAS, the San Rafael City Council deems it in the public interest to establish a San Rafael Mobile Home Park Advisory Committee with the following characteristics: 1. Membership. The San Rafael Mobile Home Park Advisory Committee shall consist of five members as follows: Two members shall be tenants from the mobile home parks within the City of San Rafael; Two members shall be mobile home park owners, opera- tors, or managers within the City of San Rafael; One member selected at large as an independent, unbiased, fifth party. The tenant members of the Committee must be residents of the various mobile home parks. Mobile home park tenants shall be nominated by the residents of the various mobile home parks and the names shall be submitted to the San Rafael City Council for approval. Mobile home park owners shall nominate representatives and the names shall be submitted to the San Rafael City Council for approval. The San Rafael City Council shall select the independent, unbiased, fifth party member of the Advisory Committee who shall act as the Chairman of the Committee. The City Council shall designate one of its members as a liaison to the San Rafael Mobile Home Park Advisory Committee. 2. Term of Office. The members of the San Rafael Mobile Home Park Advisory Committee shall serve for a term of two years at the pleasure of the San Rafael City Council, and may be reappointed by the City Council. Any member who is absent for more than three consecutive meetings without having been excused for such absence shall vacate his membership on the Committee. r ` a �t t �, ;k r 1AL RESOLUTION NO. 5737 3. Meeting of Members and Minutes. No legal or personal representative shall appear in the place of any duly -approved Committee member at any meeting of the San Rafael Mobile Home Park Advisory Committee. The members of the San Rafael Mobile Home Park Advisory Committee shall meet at least once annually, and also when petitioned by 25% of the residents at a mobile home park, or when directed by the San Rafael City Council. The location and time of the meetings shall be established by the membership of the Committee at its organizational meeting. All meetings shall be open to the public and the press. The Committee shall keep proper minutes of its meetings and will provide the City Council with copies of same. 4. Compensation. The members of the San Rafael Mobile Home Park Advisory Committee shall not be compensated for their service on the Committee. 5. Purpose of the Committee. The purpose of the Committee shall be to review and inform the San Rafael City Council on the following matters: a) The condition of public and private improvements within the City's mobile home parks. b) Rental conditions and the status of rents in com- parison with similar parks in Marin County and adjacent counties. c) Proposed State legislation concerning mobile home parks which should either be supported or opposed. NOW, THEREFORE, BE IT RESOLVED that the San Rafael City Council does hereby establish the San Rafael Mobile Home Park Advisory Committee for the period ending August 6, 1981, at which time the Council will review and make determination of the continued existence of the San Rafael Mobile Home Park Advisory Committee.
