A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF SAN RAFAEL AUTHORIZING THE UTILIZATION OF
EIGHTY-THREE (83) LOW AND MODERATE INCOME
SENIOR CITIZEN HOUSING UNITS TO THE SAN
RAFAEL REDEVELOPMENT AGENCY
WHEREAS, a majority of the qualified electors of the City
of San Rafael at the general elction of March 8, 1977, authorized
the City of San Rafael or any other public agencies to assist in the
development, construction and/or acquisition of not more than 120
units of privately sponsored senior citizen rental housing in down-
town San Rafael for low and moderate income persons through the use
of federal, state or local public financing and/or private financing;
and
WHEREAS, San Rafael Commons is the developer of a housing
project of eighty-three (83) units of rental housing for low and
moderate income senior citizens and blind, handicapped and disabled
persons in the downtown section of the Central San Rafael Redevelop-
ment Project in the City of San Rafael, hereinafter referred to as
"the Project"; and
WHEREAS, the Redevelopment Agency has entered into a
Disposition and Development Agreement with the developer of the Project
and has provided additional assistance by acquiring the property for
the Project; and
WHEREAS, financing for the Project is being provided by the
Marin County Housing Finance Development Corporation, a California
nonprofit corporation which is an instrumentality of the Housing
Authority of the County of Marin, a public entity; and
WHEREAS, the financing terms for the Project required by the
U.S. Department of Housing and Urban Development (HUD) are such that
HUD has deemed the Project to be constructed, developed or acquired by
a public entity; and

WHEREAS, because of the determination by HUD, it is necessary
for the Project to utilize the authorization granted by the electors
at the general election of March 8, 1977:
NOW THEREFORE, the City takes the following
ACTION:
RESOLVED, the City of San Rafael does hereby authorize the
San Rafael Redevelopment Agency, or its designee, to utilize eighty-
three (83) of the units authorized by the electors of the City of
San Rafael at the general election of March 8, 1977, for the develop-
ment, construction and/or acquisition of the Project through the use
of federal, state, or local public financing and/or private financing,
said financing to be provided by the Marin County Housing Finance
Development Corporation, a California nonprofit corporation which is
an instrumentality of the Housing Authority of the County of Marin,
a public entity.

hereby certify that the foregoing resolution was duly and regularly
introduced and adopted at a regular meeting of the members of said
Council held on the 17thday of September. 1979, by the following
vote, to wit:

ARGUMENT FOR CITY OF SAN RAFAEL
LCW COST HOUSING ELECTION MEASURE H
Your vote for Measure H will authorize the construction of up to 120 units
of new housing for the el'erly, with prevision for housing assistance for the
blind, disabled and handicapped. This Measure does not authorize con-
struction of any new public housing or turnkey projects by the City of San
Rafael. It does authorize the City to participate—with the assistance of the
San Rafael Redevelopment Agency—in a construction project whose pri-
mary sponsor is Ecumenical Housing of Marin.
The need for additional housing for the elderly goes without saying. As each
of you know, San Rafael is the home for many senior citizens, but new decent
and affordable housing for the elderly is in short supply.
Voting for Measure H, then, will mean the construction of much needed
decent and affordable housing for our senior citizens so that they may reside
in the community with the dignity and respect they deserve.
The City Council, by unanimous vote, endorses this project and encourages
your affirmative vete on Measure H.
