HomeMy WebLinkAboutResolution No. 5435RESOLUTION NO. 5435 A RESOLUTION OF THE CITY COUNCIL DESIGNATING 418 MISSION AVENUE SITE AS AN HISTORICAL LANDMARK WHEREAS, the Cultural Affairs Commission and the City Council have found, after conducting public hearings, that the 418 Mission Avenue site has significant value as part of the cultural characteristics of the City, exemplifies the cultural, social, and historic heritage of the community, portrays the environment in the era of history characterized by a distinctive architectural style, and embodies those distinguishing characteristics of an architectural type; and WHEREAS, a description of the characteristics of the 418 Mission Avenue site which justifies this designation and a description of those particular features that should be preserved are attached hereto as Exhibit A and are incorporated herein by reference; and WHEREAS, the location and boundaries of the 418 Mission Avenue site are those contained in Exhibit B attached hereto and incorporated herein by refer- ence; and WHEREAS, a primary reason for designation is its environmental signifi- cance to the neighborhood and that the landscaping, front yard, front gate and stone wall be restored and maintained in a manner appropriate to the style of the house; NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of San Rafael, California, that the 418 Mission Avenue site hereinabove mentioned and described be and the same hereby is designated as an historical landmark, and shall be preserved and maintained pursuant to the provisions of Chapter 2.18 of the San Rafael Municipal Code; BE IT FURTHER RESOLVED that the City Clerk of the City of San Rafael is hereby directed to cause a copy of this Resolution, or notice thereof, to be recorded in the Office of the County Recorder. LEONCINI, City Clerk of the City of San Rafael, hereby certify that the foregoing Resolution was duly and regularly introduced and adopted at a regular meeting of the Council of the City of San Rafael held on Monday , the 20th day of March , 1978 by the following vote, to -wit: AYES: COUNCILMEN: Jensen, Miskimen, Nixon and Mayor Bettini NOES: COUNCILMEN• None ABSENT: COUNCILMEN: Mulryan NNE M. LEONCINI, City Clerk EXHIBIT A Historical/Architectural Report Residence 418 Mission Avenue HT q-rn py. 11418 Mission was built between 1902 and 1905. The original owner was Dr. J. K. Hawkins, who was the first Public Health Officer in San Rafael. The house is presently being used as a Yoga House. On January 7, 1977 the residence was burned although not to the ground. " -- San Rafael Hist. Building Survey File -- ARCHITECTURE: " Building Type : 2 story wood frame. Asbestos siding. Style: Colonial Revival. Significant Architectural/Environmental Features: Pedimented porch. Angled bay window over porch. Hip roof and dormer. Second story sun porch. Burned 1/7/77 but not completely destroyed. Evaluation Architectural significance: Fair Environmental significance: Major Desecration of original design: None or little. Good Historical/Cultural significance; Major Landscaping and Grounds: Amply planted grounds in need of maintenance. Surrounded by stone wall. Physical Condition: Building fair. Grounds fair." -- Chas. H. Page & Associates, Hist. Bldg. Survey COMMENT: 418 Mission Avenue is a large imposing residence set well back from the street among impressive old trees. The house is in excellent condition. However the front door is modern and, being inappropriate in style, should be replaced. The asbestos siding is a quality instal- lation and does not detract from the architecture of the building. It is light grey and harmonizes with the white painted trim and the classic Italianate eaves and cornices. The stone wall on the front of the property is excellent but has been damaged at the driveway entrance and should be repaired, There is an impressive iron gate at the pedestrian entrance.
