A RESOLUTION AUTHORIZING THE SIGNING
OF A LEASE OR AGREEMENT
THE CITY COUNCIL OF THE CITY OF SAN RAFAEL HEREBY
RESOLVES as follows:
The MAYOR and CITY CLERK are authorized to execute, on behalf
of the City of San Rafael a lease or agreement with
HOUSING AUTHORITY OF THE COUNTY OF MARIN
a copy of which is hereby attached and by this reference made a part hereof.

hereby certify that the foregoing resolution was duly and regularly introduced
and adopted at a regular meeting of the City Council of said City

HOUSING AUTHORITY - CITY AGREEMENT
RESIDENTIAL REHABILITATION LOAN PROGRAM
FOR MARIN COUNTY
This agreement, made and entered into on this day of
1978, by and between the Housing Authority of the County of Marin as the
administrator of the Housing Rehabilitation Loan Program (hereinafter referred
to as the "Authority") and

WHEREAS, the County of Marin has received a Block Grant from the Department of
Housing and Urban Development under Title l of the Housing and Community
Development Act of 1974, providing for the implementation of a Community
Development Program; and
WHEREAS, the County of Marin as part of its Community Development Program has
allocated funds to a housing rehabilitation program to conserve and upgrade
the existing housing stock through financial assistance to low and moderate
income families and individuals in designated target areas; and
WHEREAS, The County of Marin has engaged the Authority to render administrative
services, programs, and assistance in connection with implementing the Community
Development rehabilitation program; and
WHEREAS, the City/Town of CITY OF SAN RAFAEL
desires to participate
with the County of Marin and the Authority in implementing the Residential Rehab-
ilitation Loan Program in those areas designated by the City/Town within it's
jurisdiction.
NOW, THEREFORE, the parties do mutually agree as follows:
THAT, the Authority shall perform and carry out the administration of the
Residential Rehabilitation Program. Such administrative responsibilities
include:
1 . Preparing informational brochure for distribution
2. Interviewing applicants at site upon referral from City/Town
3. Determining eligibility and feasibility of project
4. Scheduling Housing Conditions Surveys
5. Reviewing survey reports, preparing work -write-up and reviewing
with owners
6. Preparing construction documents
7. Assisting owner in contractor selection
8. Preparing and submitting loan and work proposal to Loan Committee
and Bank for funding
9. Preparing Owner Contractor Agreement or Self -Help Agreement -
executing same
10. Administering contract, inspecting work, issuing change orders
and payments
11. Preparing and executing all documents pertinent to job closing
12. Preparing and executing all documents pertinent to final recording
13. Preparing and sending to the City/Town a program status report on
a regular basis.
THAT, the City/Town shall perform certain administrative functions that
include:
1 . Designating project areas
2. Publicizing program
3. Pre-screening applicants
4. Building Inspector performing Housing Conditions Survey per
uniform Housing Code
5. Building Inspector issuing necessary permits and doing standard
compliance inspections
6. Building Inspector doing final inspection as required.
THAT, it is understood by both parties that all the above tasks be performed
in accordance with applicable Federal, State, County and Local regulations.
THAT, the above agreements are predicated on the availability of Residential
Rehabilitation Program Funds to be used in the City/Town.
THAT, -this agreement may be cancelled by either party upon provision of
thirty (30) days written notice.
