APPROVING NEGATIVE DECLARATION
OF EXCHANGE OF CITY LANDS FOR
RIGHTS IN LAND HELD BY
NORTHWESTERN PACIFIC RAILROAD
The City of San Rafael, hereinafter referred to as City,
does hereby declare, find and determine that:
1. WHEREAS, the City desires to have West Francisco Boule-
vard extended westerly to connect to Second Street; and
2. WHEREAS, Northwestern Pacific Railroad Company, hereinafter
referred to as "Company" has, or will agree to the exchange of lands
for City lands, as more precisely set forth in that document en-
titled "Agreement" approved by the City at a special meeting of
June 26, 1978; and
3. WHEREAS, the City has conducted an environmental review of
this activity and prepared a Negative Declaration, attached hereto
and forming a part hereof, pursuant to the California Environmental
Quality Act of 1970 as amended.
NOW, THEREFORE, it is recommended the City adopt the follow-
ing:
RESOLVED, the City hereby certifies that a Negative Declaration
has been completed in compliance with the California Environmental
Quality Act of 1970 as amended and the City Guidelines and that the
City Council has reviewed and considered the information contained
therein.
I, JEANNE M. LEONCINI, City Clerk of the City of San Rafael
hereby certify that the foregoing resolution was duly and regularly
introduced and adopted at a REGULAR meeting of the members of said
Council held on the 17th day of July , 1978, by the follow-
