A RESOLUTION BY THE CITY COUNCIL OF THE CITY OF
SAN RAFAEL ACCEPTING WITH SPECIFIC OBJECTIONS THE
FEDERAL -AID URBAN PROGRAM RECOMMENDED BY THE MARIN
COUNTY URBAN SYSTEM COMMITTEE
WHEREAS, the City of San Rafael will continue to parti-
cipate in the Federal -Aid Urban Program for funding approved
transportation projects as authorized by the Federal Highway Act
of 1973 and succeeding amendments; and
WHEREAS, the Federal Highway Act, the State Transporta-
tion Board and the Metropolitan Transportation Commission require
that a program of projects approved for Federal -Aid Urban funding,
be established by a Countywide Committee consisting of representa-
tives from each City, the County, Transit District, California
Department of Transportation, Golden Gate Bridge District, and the
Metropolitan Transportation Commission, and
WHEREAS, the Board of Supervisors has approved procedures
for the Federal -Aid Urban Program and the formation of the Marin
County Urban System Committee; and
WHEREAS, the Marin County Urban System Committee did meet
to review the program and new projects which had been submitted for
consideration as part of a five-year program; and
WHEREAS, the Marin County Urban System Committee did
approved a five-year Federal -Aid Urban Program on January 14, 1977;
NOW, THEREFORE, BE IT RESOLVED that the City Council of
the City of San Rafael does hereby grudgingly accept the five-year
Federal -Aid Urban Program of projects beginning 1977-78 recommended
by the Marin County Urban System Committee, but specifically objects
to the ranking so far as the Second, Third and Irwin Street Project
is concerned because this project should have ranked higher than
parking lots and bus turnouts.

BE IT FURTHER RESOLVED that copies of this Resolution be
forwarded to the Board of Supervisors of the County of Marin, the
California Department of Transportation and to the Metropolitan
Transportation Commission for approval as the Marin County Federal -
Aid Urban System Program.

hereby certify that the foregoing Resolution was duly and regularly
introduced and adopted at a REGULAR meeting of the Council of said
City on TUESDAY, the 22ND day of FEBRUARY, 1977, by the following
vote:
