A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
SAN RAFAEL MAKING APPLICATION TO THE MARIN COUNTY
LOCAL AGENCY FORMATION COMMISSION AND REQUESTING
PROCEEDINGS FOR A REORGANIZATION PURSUANT TO THE
DISTRICT REORGANIZATION ACT OF 1965.
WHEREAS, pursuant to the District Reorganization Act of 1965,
beginning with Section 56000 of the Government Code, an affected city, as
therein defined, may, by resolution adopted by its legislative body, make
a proposal for reorganization and request initiation of proceedings thereon;
and
WHEREAS, the City of San Rafael is an "affected city" for a
reorganization proposal which contains territory proposed to be annexed to
said city as a part of said reorganization.
NOW, THEREFORE, BE IT RESOLVED, that this City Council
hereby proposes, finds, declares and requests as follows:
1 . This Council, as the legislative body of an affected city,
does hereby make a proposal for reorganization pursuant to the District
Reorganization Act of 1965 and does hereby request proceedings to be taken
pursuant to such act.
2. The reorganization shall consist of the following changes of
organization: the simultaneous annexation of territory to the City of
San Rafael, and for the detachment of said territory from County Service Area
No. 19. Said territory is found to be inhabited and is more specifically
described in Exhibit "A" , attached hereto and incorporated herein.
3. This Council does hereby declare that its reasons for proposing
this reorganization are to eliminate irregular existing boundaries, to provide
for the logical and orderly extension of city services, and, further, to remove
pockets of unincorporated territory.
4. A certified copy of this resolution shall be transmitted to the
County of Marin Local Agency Formation Commission.

certify that the foregoing resolution was duly and regularly introduced and
adopted at a

Beginning at a point on the existing San Rafael City Limits, said point being

the west corner of lot S8 of Villa Real, Unit Two as shown in Book 9, Page 78,
Marin County Records and the northerly line of Point San Pedro Road; thence _
from said point of beginning along the existing San Rafael City Limits easterly
to a point on the southerly line of lot 61 of said Villa Real, Unit Two; thence
southerly continuing along said existing boundary to a point on the southerly
line of lot 12S of Uplands, as shown in Book 3, Page 4, Marin County Records;
thence from said point northeasterly to the northerly line of Point San Pedro
Road; thence continuing along the existing San Rafael City Limits easterly,
southerly and westerly to a point S 61° 1S' E, 138.6 feet from Station 815 as
shown on Salt Marsh and Tide Land Map No. 3, Marin County Records; thence from
said point southerly and westerly along said existing City Limits and along the
meanders of ordinary high tide as shown on said Salt Marsh and Tide Land Map
No. 3 to the westerly corner of Tide Lot 2, Sec. 2, T.I.N., R.6 W, said westerly
corner also being on the boundary of Uplands, Recorded in Record Map Book 3,
Page 4, Marin County Records; thence along the southerly boundary of the Uplands
and continuing along the existing San Rafael City Limits westerly and northerly
across lot 56 of said Uplands to the northerly line of Bay Way; thence along
said northerly line easterly to'Park Lane; thence northerly along the westerly
line of Park Lane to the southerly and westerly line of Bellevue Avenue; thence
westerly and northerly along said southerly and westerly line of Bellevue to
the intersection of Point San Pedro Road, said intersection also being the
northeasterly corner of lot 86 of said Uplands; thence leaving said existing

San Rafael City Limits and said corner N 5° 36' E$ 60 feet more or less across
Point San Pedro Road to the northerly line thereof, and the existing San
Rafael City Limits; thence easterly along said City Limits to the point of
beginning.
