RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN RAFAEL
DECLARING THEIR SUPPORT FOR A BUS BY-PASS AND CAR POOL
LANE ON HIGHWAY 101 AND REQUESTING THE CALIFORNIA DEPART-
MENT OF TRANSPORTATION TO INCLUDE THE LINCOLN AVENUE -
LOS RANCHITOS ROAD-MERRYDALE ROAD CONNECTION AS PART OF
THE PROJECT
WHEREAS, the California Department of Transportation is responsible
for the development of Highway 101, the most important transportation facility
in Marin County; and
WHEREAS, the California Department of Transportation has recently
proposed to provide an exclusive bus -car pool lane on Highway 101 through
San Rafael; and
WHEREAS, it is the policy of the City Council of the City of San Rafael
to favor the development of public transit facilities in San Rafael and Marin
County and to favor the development of facilities useful to transit whenever
possible; and
WHEREAS, there is a continuing need for all agencies, State, regional,
and local, to work together in close coordination on planning for the development
of Highway 101; and
WHEREAS, the Marin County Urban System Committee has approved a
Federal -Aid Urban project to construct a new roadway between Lincoln Avenue and
Los Ranchitos Road and Merrydale Road, to be federally funded; and
WHEREAS, the construction of this new roadway would provide countywide
benefit by eliminating a hazardous traffic condition, by providing a parallel
roadway which can be used if Highway 101 is closed, by providing a direct street
connection to the Marin County Civic Center exclusive of Highway 101, by provid-
ing an improved bicycle lane for countywide use, and by providing a second route
which emergency vehicles can use for north -south movement; and
WHEREAS, this Lincoln Avenue -Los Ranchitos Road-Merrydale Road connec-
tion is consistent with the City of San Rafae'l's General Plan; and
NOW THEREFORE, BE IT RESOLVED THAT the City Council of the City of
San Rafael hereby expresses its support for and endorsement of the proposed
Caltrans' bus by-pass and car pool lane project and requests that the Lincoln
Avenue -Los Ranchitos Road-Merrydale Road connection be included as part of the
project.

certify that the foregoing resolution was duly and regularly introduced
and adopted at a REGULAR meeting of the Council of said
City on MONDAY , the 5TH day of APRIL
