Consent Calendar Items: a. Approval of Minutes of City Council / Successor Agency Meeting of September 16, 2013 (CC) Recommended Action — Approve as submitted b. Call for Applications to Fill One Unexpired Four -Year Term to the End of April, 2015, on the Board of Library Trustees, Due to the Resignation of Arlene Sukolsky (CC) Recommended Action — Approve staff recommendation c. Resolution Authorizing the City Manager to Execute an Agreement for Professional Services with Metropolitan Planning Group to Prepare the San Rafael General Plan 2020 10 -Year Review and Housing Element Update, and for As -Needed Long -Range Planning Services (Term of Agreement: October 15, 2013 to October 15, 2015, for an Amount Not to Exceed $123,231.00) (CD) Recommended Action — Adopt Resolution d. Resolution Accepting and Authorizing the City Manager to Execute a Rental Agreement Between the City of San Rafael and Michael Stocker, Design Communications and David Haskell Associates for Use of Office Space in the Falkirk Cultural Center (CS) Recommended Action — Adopt Resolution e. Resolution to Enter Into, and Authorize the City Manager to Execute, a Contract for Professional Services with the County of Marin to Provide Multi Cultural Senior Activities at the Albert J. Boro Community Center (CS) Recommended Action — Adopt Resolution f. Resolution Authorizing a Professional Services Agreement Not to Exceed $90,000 with Liebert Cassidy Whitmore for Labor Negotiation Services (MS) Recommended Action — Adopt Resolution g. Police Department (PD) 1) Resolution Waiving Competitive Bidding and Authorizing the City Manager to Sell One Police Interceptor Sedan, Vehicle #229, to the Town of Ross for $39,614.33; 2) Resolution Authorizing the Department of Public Works to Purchase One Police Interceptor SUV to Replace Police Department Patrol Vehicle #229, in an Amount Not to Exceed $43,000.00 from Folsom Lake Ford Sales Under the California Multiple Award Schedule Contracts Program Recommended Action — Adopt Resolutions (2) h. Resolution Awarding a Two -Year Contract for the Traffic Signal Preventive Maintenance and Repair Program 2013/2015, Project No. 001-44-33001-9231, to DC Electric, in the Amount of $126,969.00 Annually (PW) Recommended Action — Adopt Resolution i. Resolution Approving the Parcel Map Labeled "Parcel Map — Lands of Mendelsohn" and Accepting the Portion of the Property Dedicated to the City at the Corner of Belle Avenue and Valencia Avenue (PW) Recommended Action — Adopt Resolution CITY MANAGER'S REPORT: 5.
