RESOLUTION OF APPRECIATION
TO
LAWRENCE R. KELLY, CHIEF OF POLICE
WHEREAS, LAWRENCE R. KELLY has served as Chief of Police
for the City of San Rafael since the 2nd day of January, 1974; and
WHEREAS, to expand his horizons in the field of Police
Administration CHIEF KELLY has now submitted his resignation to
accept the position of "Undersheriff" for the Marin County Sheriff
Department; and
WHEREAS, during his tenure as Chief of Police for the San
Rafael Police Department CHIEF KELLY has demonstrated exceptional
leadership qualities, always continuing to maintain the highest
level of law enforcement throughout this community; and
WHEREAS, CHIEF KELLY is to be especially commended for
being instrumental in guiding the formation and development of two
extremely important programs; namely, the "Narcotics Task Force"
which has decreased the infiltration and spread of harmful drugs
throughout the county, and the "Neighborhood Watch Program" which
has motivated citizen participation in alleviating crimminal activities
throughout the City;
NOW, THEREFORE, the City Council of the City of San Rafael,
although reluctant to accept his resignation, extends to LAWRENCE R.
KELLY best wishes and good luck and success in his new endeavor.
I, MARION A. GRADY, Clerk of the City of San Rafael, hereby
certify that the foregoing resolution was duly and regularly introduced
and adopted at a regular meeting of the Council of said City on
Monday the 20th day of September 1976, by the
following vote, to wit:
AYES: COUNCILMEN: Jensen, Miskimen, Nixon and 'Acting Mayor Mulryan
NOES: COUNCILMEN: None
ABSENT: COUNCILMEN: Mayor Bettini
