Ten applications were received in the City Clerk’s Office by the deadline of Tuesday, March 7, 2018. Due to the high volume of applications received, a subcommittee of the City Council carried out an initial review of the ten applicants and selected six to be interviewed by the full City Council. COMMUNITY OUTREACH: The call for applications was advertised in Snapshot (the City Manager’s e- newsletter), the City website, NextDoor and Facebook social media platforms. Eric Holm graduated from Redwood High School in Larkspur, in 1982. He received his Bachelors' Degree, in 1986, in the Integral Major (encompassing Philosophy, Literature, Language, Music, and Mathematics) as well as his NCAA varsity letters in men's crew (rowing) from Saint Mary's College. He then went on to earn his Doctor of Jurisprudence from San Francisco Law School and is also a graduate of the Federal Law Enforcement Training Center. Holm ' . . http://www.epholm.com/ During his career with the Federal Government, Eric also served as the Vice President and Chief Steward of the American Federation of Government Employees (AFGE) Local 1616, AFL-CIO. In this capacity, he was responsible for protecting the rights of all employees, through negotiations, mediation, and arbitration. Eric is visually impaired, and graduated with his . beloved guide dog "Ford" in 2006 from Guide Dogs for the Blind in San Rafael. Ford accompanies Eric everyWhere, as a happy and successful team. After graduation, he became a volunteer at Guide Dogs for the Blind, one of the three licensed guide dog schools in California, and the largest employer in Marin County. In 2008, the Governor of California appointed Eric to the State Board of Guide Dogs for the Blind, a state regulatory body within the California Department of Consumer Affairs. The Board licenses and regulates schools and persons in California that train and supply guide dogs for the blind and oversees fund raising practices. Eric also serves collaterally on the Legislative Committee of the Board, reviewing pending legislation that impacts individuals with visual impairments and makes recommendations on formal positions for the Board to adopt. Eric Holm serves as the President of the San Francisco Chapter of the National Federation of the Blind (NFB), and is a well known and respected member of the community. Eric advocates for the rights and responsibilities of the disabled. He recently met with Congress, as a delegate of the NFB, in addition to the State Legislature, and was a presenter to the Administrative Offices of the Courts. Eric is an avid life-long sailor and volunteers his time with the Bay Area Association of Disabled Sailors (BAADS), assisting persons with disabilities to actively participate in the sport. Serving on the Park and Recreation and Cultural Affairs Commission is challenging, rewarding and actually Great Fun. It allows me to give back to this wonderful City where I live and contribute in a positive and rewarding way. My experience, interest and enthusiasm for parks, recreation and the City's cultural affairs via establishment, development and improved administration of the City's programs enables me to continue to contribute to this GREAT CITY for the benefit and enjoyment of all residents now, and in the future. There is always much more to be done, such as: -1. Help provide input into the prioritizing, for the Council's consideration, the neighborhood Park needs and facilities in light of the Measure A funds. -2. Encourage neighborhoods to participate as partners with the City in the renovation and improvement of their neighborhood parks -3. Monitor Loch Lomond development of the shoreline park with visitor use facitlies, including human powered boat launch sites for canoes, kayaks, stand up paddle boards for YOUTH and SENIOR use resulting in enhanced recreation use and economic related development of that amazing area. -4. Encourage the use of The City's parks AND OPEN SPACE thus discouraging homeless dominance. Possibly assist in having have an inventory made of City open space areas. -5. Encouraging and facilitating the development of facilities for the SF Bay Water Trail for residents enjoyment and the related economic development of the surrounding areas with visitor need amenities - 6. Encourage more recreational improvements along the San Rafael Canal, an amazing resource that needs more use and enjoyment. -7. Recently I have been greatly enjoying the County of Marin's events led by park rangers at county parks for families as I am a mother of 3 young children. I am interested in serving on the P & R commission because I have a passions for Parks & Recreation. As evidenced by my history, I have always been involved, both professionally and personally, in parks & recreation. As an employee of the City of Mill Valley Recreation Department I get to see first hand the impact that the Recreation Department has on it's community. As a resident of San Rafael, I would like to make an impact as well instead of just be an observer and bystander. As a long time resident of San Rafael I have been able to witness the evolution and growth of the Community Services Department and Downtown San Rafael. As a representative of young families in San Rafael I strongly believe that I can positively contribute to the commission. I am familiar with how city governments work and have an interest, and work ethic, to make positive change happen. I am personally interested in seeing the continued grown of the department and am excited by the new upper management changes that will allow for positive change. As a "young mother" I believe that I know the pulse point of the community and can help "rally the troops" in support of such change. At the same time, as a city employee, I am aware of what is "realistic" and "government timelines" so I feel that I could be a voice of reason on the board. Describe possible areas in which you may have a conflict of interest with the City: I used to work for the City of San Rafael as a Pool Manager over 6 years ago. I do not believe that this is a conflict of interest but, wanted to list it in terms of transparency. If anything, I think my experience working for city governments is a plus in terms of this appointment.
