Reasons for the cost increase over budget estimate
Walls –geotechnical investigation determined “L” footing would have
significant settlement issues. Converted to pile foundation
Constructability would be difficult. Footings fall within the line of influence
of the track in some locations. Approx. $1M increase
Heavier sheet pile wall at Maserati Dealership to accommodate culvert
removal. 60 LF of heavier sheet pile wall. Approx. $100k increase
Site constraints –Curb and gutter detail due to right-of-way/corridor
constraints. Approx. $175,000 increase
Lighting –Path lighting was not included from Rice to Andersen with the
35% design. Approx. $232,000 increase
Crosswalk at Rice signalization and safety enhancements not included with
the 35% design. Approx. $127,000
Labor shortages
Threat of steel tariffs
Value Engineering
SWH has suggested some opportunities to reduce the project cost through
value engineering.
SMART, San Rafael and SWH will review these ideas and try to lower the
project budget prior to, and during construction.

MOU with SMART
Draft MOU under review by SMART
SMART may request that existing MOU be updated
Request Council to approve CM to finalize and sign
agreement prior to June 15th
Options:
The City Council has the following options:
1.Adopt the resolution as proposed;
2.Reject the resolution. Electing this option may cause
SMART to reject inclusion of the MUP into their
construction project.
