HomeMy WebLinkAboutResolution No. 4936RESOLUTION NO. 4936 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN RAFAEL OPPOSING THE PASSAGE OF SENATE BILL 275 WHEREAS, the City of San Rafael is vitally concerned with the proposed comprehensive labor relations measure, Senate Bill 275, which has been introduced in the 1975 Legislative Session under the sponsorship of the joint Committee on Public Employer/Employee Relations; and WHEREAS, SB 275 grants public employees the right to strike and makes mandatory compulsory and binding arbitration thus taking vital decision- making power out of the hands of locally elected officials and passing those decisions to non -elective persons who are not responsible to the public; and WHEREAS, proposed Senate Bill 275 constitutes a definite infringement and pre-emption of local government's authority to responsibly deal with public employees salaries, fringe benefits and working conditions; and WHEREAS, it is the responsibility of City Councils to maintain and responsibly exercise the authority granted them by their respective constituencies in providing vitally needed public services through their employees. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL of the City of San Rafael that the Council hereby expresses its opposition to and urges the defeat of Senate Bill 275 as it relates to comprehensive public labor relations. BE IT THEREFORE RESOLVED that copies of this resolution be forwarded to state legislators representing the City of San Rafael as well as to the League of California Cities, members of the Senate Committee on Governmental Organization and the Marin County Council of Mayors and Councilmen. I, MARION A.
