RESOLUTION OF THE CITY OF SAN RAFAEL ENDORSING
ASSEMBLY BILL NO. 2416 FOR EXPANSION OF MARIN
COUNTY'S MEMBERSHIP ON THE GOLDEN GATE BRIDGE
AND HIGHWAY DISTRICT'S BOARD OF DIRECTORS.
WHEREAS, Assembly Bill 2416 will amend the law pertaining to the Golden
Gate Bridge, Highway & Transportation District to provide that Del Norte and
Mendocino Counties will no longer appoint Directors to the Governing Board and
that the number of Directors representing Marin County will be increased from
three to five; and
WHEREAS, a reconstitution of the Golden Gate Bridge, Highway & Trans-
portation District is essential due to the fact that Directors from these northern
counties have consistently taken positions which are inimical to the transportation
needs of the San Francisco -Marin Corridor; and
WHEREAS, the appointment of Directors from said counties is predicated
primarily upon financial guarantees which have long since been satisfied and
their position on the Bridge District Board is largely traditional rather than based
on any cognizable need or interest standard; and
WHEREAS, the citizens of Marin County provide more than half of the re-
venues of the District and are represented by only three out of eighteen members,
thus, resulting in a gross disequity of representation.
NOW, THEREFORE, BE IT RESOLVED that the San Rafael City Council hereby
declares its support of Assembly Bill 2416 and urges its approval by the Assembly
Transportation Committee and the State Assembly.
I, MARION A. GRADY, Clerk of the City of San Rafael, do hereby certify
that the foregoing Resolution was duly and regularly introduced and adopted at a
regular meeting of the Council of said City held on the 8th day of
September , 1975, by the following vote, to wit:
AYES: COUNCILMEN: Jensen, Miskimen and Nixon
NOES: COUNCILMEN: None
ABSENT: COUNCILMEN: Mulryan and Mayor Bettini
