HomeMy WebLinkAboutCC Resolution 5046 (HWY101 from Greenbrae to Rte. 37 EIR)RESOLUTION NO. 5046 REQUEST FOR CALTRANS TO PROGRAM AN ENVIRONMENTAL IMPACT STUDY FOR HIGHWAY 101 FROM GREENBRAE TO ROUTE 37 WHEREAS, as a part of the adopted General Plan the City Council of the City of San Rafael is proposing to implement the following: Basic Policy 13, Balanced Transportation It is the policy of the City of San Rafael to support 1) the development of a balanced transportation system (roads, mass trans- portation systems, bicycle paths), 2) a reduced level of private automobile usage when and where alternatives are available, 3) the monitoring and regulation of transportation -generated noise, and 4) freeway improvements to Route 101. General Plan Policies: 2. Gear transportation programs and actions to implementation of the City's land use and growth policies as set forth in the General Plan. 7. Pursue aggressively the full development of 8 lanes of the Highway 101 Transportation Corridor within San Rafael. Give highest priority to use of the additional lanes for mass transit and car pools. 10. Integrate where feasible the local and commute transit systems. Establish an alternative to Highway 101 for local and emergency circulation between the San Rafael and Las Gallinas Basin by connect- ing Villa to San Pablo on the east side and Lincoln to Los Ranchitos or Merrydale on the east side of the Highway; and WHEREAS, this Highway 101 corridor is the only access through San Rafael to the Las Gallinas Valley and other areas to the north and the only route for emergency services such as fire or police; and WHEREAS, the Golden Gate Bridge Highway 8 Transportation Dis- trict indicates that, "the next major effort in Marin County should be to determine the transit right-of-way to be developed from Green - brae through San Rafael, north to Novato."; and WHEREAS, the General Plan indicates the following implementa- tion measures: "Make every effort possible to expedite the widening of Highway 101 to 8 lanes with related improvements within San Rafael. Work with the California Department of Transportation to ensure that maximum use is made of all new lanes on 101 to facilitate public transportation.... "Work with California Department of Transportation to ensure that interchange design and capacity reflect the land use and inten- sity of the General Plan to accommodate public transit needs". WHEREAS, the Marin County Transit District is presently request- ing a funding program for a detailed study of transportation require- ments in the Golden Gate Corridor of Marin County. O�IGd�AL On the basis of the foregoing, THEREFORE, BE IT RESOLVED that the City Council of the City of San Rafael 1) request Caltrans to commence an Environmental Impact Statement to be programed for Route 101 from Greenbrae to Route 37 and, further request that Caltrans assume the position of lead agency working with the City of San Rafael, coordinating transportation planning with the City of Novato, County of Marin, Golden Gate Bridge District, Metropolitan Transportation Commis- sion and other appropriate agencies; 2) authorize the City Manager or his representative to function in a liaison capacity in the ex- pedition of this program.
