Reappointment of Ralph Mihan, Eric Holm and John Gamblin to fill three Four -Year Terms to the end of May, 2018 on the San Rafael Park and Recreation Commission (CC) Recommended Action — Approve staff recommendation c. Reappointment of Cheryl Lentini to a fill one Four -Year Term to the end of June, 2018 on the San Rafael Design Review Board, (CC) Recommended Action — Approve staff recommendation d. Resolution Approving and Authorizing the City Manager to Execute Three Lease Agreements with the San Rafael City Schools District for the Rental of Land at the Coleman, Glenwood and Venetia Valley School Sites (CS) Recommended Action — Adopt Resolution e. Resolution Accepting the City of San Rafael Retiree Healthcare Plan June 30, 2013 Actuarial Valuation Report (MS) Recommended Action — Adopt Resolution f. Public Hearing: a. Ordinance Amending San Rafael Municipal Code Title 14 (Zoning) to Improve Interpretations, Amend Discretionary Review Requirements, Implement New State Laws and General Plan Policies and Title 6 (Animals) to Revise Animal Permit Requirements, and as Otherwise Recommended by the City Council. (File No. ZO10-001) Recommended Action — 1. Pass Ordinance to print 2. Adopt Resolution b. Consideration of Ordinance Amending Chapter 11.04 of the San Rafael Municipal Code of the City of San Rafael entitled: "Encroachments in the Public Right -of -Way" to Add new Definitions, New Requirements for Encroachments for Emergency Work and new Construction Standards for Work Damaging Public Streets; and by Amending Chapter 17.10 Thereof entitled "Dumping, Dredging and Construction within Tidal Waterways" to Revise Procedures for Obtaining a Tidelands Permit (PW) Recommended Action — Pass Ordinance to Print OTHER AGENDA ITEMS: 6. Other Agenda Items: Enforcement of Massage Ordinance (SRMC Chapter 10.90): (CD) 1. Report on Implementation and Enforcement of One -Year Pilot Program; and 2.
