HomeMy WebLinkAboutCC Resolution 4920 (Marin County Urban System Committee)RESOLUTION NO. 4920 A RESOLUTION BY THE CITY COUNCIL OF THE CITY OF SAN RAFAEL APPROVING THE FEDERAL -AID URBAN PROGRAM RECOMMENDED BY THE MARIN COUNTY URBAN SYSTEM COMMITTEE WHEREAS, the City of San Rafael desires to continue to participate in the Federal -Aid Urban Program for funding approved roadway and transportation projects as authorized by the Federal Highway Act of 1973, and; WHEREAS, the Federal Highway Act requires that a three year program of projects approved for Federal -Aid Urban funding, be established by a county -wide committee which consists of representatives from each city, the county, transit district, California Department of Transportation, and the Metropolitan Transpor- tation Commission, and; WHEREAS, this Committee has been formed and approved by the Marin County Board of Supervisors and is named the Marin County Urban System Committee, and; WHEREAS, said Committee met in 1974 and selected a three year program of projects it considered eligible for Federal -Aid Urban funding, and; WHEREAS, the Marin County Urban System Committee's three year program was approved by a majority of cities in the county and by the Marin County Board of Supervisors in 1974; WHEREAS, the Federal Highway Act of 1973 requires that the three year program of projects approved for Federal -Aid Urban funding be reviewed each year by the Marin County Urban System Committee and then submitted to the California Department of Transportation and Metropolitan Transportation Commission for their approval, and; WHEREAS, the Marin County Urban System Committee did meet on January 31, 1975 to review the three year program of projects which had been approved in 1974 as well as all new projects which had been submitted for consideration for approval as part of the three year program of projects, and; WHEREAS, the Marin County Urban System Committee did approve a three year program of projects for Federal -Aid Urban funding which included projects which will be funded only by fourth year FAU funds providing said funds become available through additional appropriations by Congress; NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of San Rafael does hereby approve the three year program of projects recommended by the Marin County Urban System Committee in 1975 as follows; - 1 - ORIGINRL Previously approved in 1974: Priority No. Sponsor Project 1. Manzanita Bus Station and Transfer Facility (Highway 101 Inter- change) Cal-Trans/Marin County San Pedro Road Inter- change - Southbound on-ramp Cal-Trans/Tiburon Marin County Cal-Trans/San Rafael Reed Ranch Road to Pine Terrace in Tiburon North San Pedro Road from Civic Center to La Pasada Modify Lucas Valley Road Interchange (Stage Construction) TOTAL Estimated F.A.U. Fundin $622,500 166,000 300,000 790,000 830,000 395,000 $3,103,500 The following motion was approved to add two additional projects; To reaffirm the 3 -year program, as adopted by the Board of Super- visors on November 12, 1974, and to add to the program, contingent upon allocation of additional funds to the F.A.U. program for fiscal year 1976-77, the following projects in the listed priority: City of Novato/ Cal -Trans Cal-Trans/Marin County/City of Novato Route 101, Novato Creek to Atherton Ave., - Re- construct existing Highway $790,000 Ignacio Blvd./Route 101 Interchange -Railroad Separation 415,000 The Marin County Urban System Committee recommends that the Board of Supervisors of the County of Marin, the California Department of Transportation, the Golden Gate Bridge, Highway & Transportation District, the Marin County Transit District, and the Metropolitan Transportation Commission also approve this program as the official 1975 Federal -Aid Urban System Program for Marin County. I, MARION A. GRADY, Clerk of the City of San Rafael, hereby certify that the foregoing Resolution was duly and regularly introduced and adopted at a regular meeting of the Council of said City on MONDAY, the 24TH day of FEBRUARY, 1975, by the following vote, to -wit: AYES: COUNCILMEN: Miskimen, Mulryan, Nixon and Mayor Bettini NOES: COUNCILMEN : None ABSENT: COUNCILMEN: Jensen - 2 - MARION A.
