Mayor Phillips to announce Closed Session items: CLOSED SESSION- CITY MANAGER'S CONFERENCE ROOM: 6:00 PM 2. Closed Session: a. Conference with Legal Counsel Existing Litigation Government Code §§54956.9(a) and (d)(1) Case Name: Ronald J. Sauer v. City of San Rafael, Marin Superior Ct. No. CIV 1401758 b. Significant Exposure to Litigation Pursuant to Paragraph (2) of subdivision (d) of Section 54956.9: One case. OPEN TIME FOR PUBLIC EXPRESSION - 7:00 PM The public is welcome to address the City Council at this time on matters not on the agenda that are within its jurisdiction. Please be advised that pursuant to Government Code Section 54954.2, the City Council is not permitted to discuss or take action on any matter not on the agenda unless it determines that an emergency exists, or that there is a need to take immediate action which arose following posting of the agenda. Comments may be no longer than two minutes and should be respectful to the community CONSENT CALENDAR: The opportunity for public comment on consent calendar items will occur prior to the City Council's vote on the Consent Calendar. The City Council may approve the entire consent calendar with one action. Resolution Adopting a General Fund Reserve Policy (Fin) Recommended Action — Adopt Resolution b. Resolution Authorizing Closure of Downtown City Streets for the Jingle Bell Walk/Run for Arthritis on Sunday, December 7, 2014 from 5:00 a.m. — 11:00 a.m. (MS) Recommended Action — Adopt Resolution c. Resolution to Waive Formal Bidding and to Authorize the City Manager to Enter into a Lease Agreement with Ricoh, USA, Inc., for a New Print Shop Copier (MS) Recommended Action — Adopt Resolution d. Resolution Approving the Expenditure of $45,160.50 to Purchase 60 Body Worn Cameras (PD) Recommended Action — Adopt Resolution e. Resolution of Local Support and Request for Metropolitan Transportation Commission (MTC) Approval for the Allocation of FY14/15 Transportation Development Act (TDA) Article 3 Pedestrian/Bicycle Project Funding (PW) Recommended Action — Adopt Resolution f. Resolution Authorizing the Public Works Director to Amend a Professional Services Agreement with Siegfried Engineering, Inc. to Expand the Scope of Work for the Grand Avenue Pathway Connector Project in an Amount Not to Exceed $59,528.00, Increasing the Total Not to Exceed Amount Under the Agreement to $240,212.00 (PW) Recommended Action — Adopt Resolution g. Resolution Awarding a Contract for the Citywide Traffic Signal LED Relamping Project, City Project No. 11253, to Mike Brown Electric Co., in an Amount of $139,088.80 (PW) Recommended Action — Adopt Resolution PUBLIC HEARING: 4. Public Hearing: a. Consideration of Ordinance to Amend Municipal Code Chapter 10.09 `Downtown San Rafael Business Improvement District' (known as BID) and Accept Public Testimony on Council's Intention to Levy an Annual Assessment for the Downtown San Rafael Business Improvement District (ED) Recommended Action — Accept public testimony and Pass Ordinance to print OTHER AGENDA ITEMS: 5. Other Agenda Items: a. Fiscal Year 2013-2014 Annual Financial Report; Single Audit, Gann Appropriations Limit; Memorandum of Internal Control; and Child Development Program (Fin) Recommended Action — Accept Reports b.
